MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Amendment 1 with DWSD Contract 6005862, with Safety Zone Holdings, for Traffic Barricades and Cones, by adding $56,500.00 in funding, for a total amended contract amount not-to-exceed $219,000.00. No changes to the scope of work, terms & conditions, or expiring date of 1/30/26. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
DWSD Warehouses receive, stock, store and issue barricades and safety cones to various DWSD Divisions, which support field crews in their day-to-day work tasks. These materials are mostly used by DWSD’s Field Services, Maintenance, Repair, and Operations.
Barricades and cones are essential warning devices to alert others of hazards on many DWSD projects.
Due to an increase in DWSD projects and stock requests, additional funding is needed to ensure inventory is available for the duration of this contract term and to prevent emergency spot buys and work stoppages.
PROCUREMENT METHOD
The original contract was procured through a Request for Bids (RFB) #508441 and was advertised on the Michigan Inter-Governmental Trade Network (MITN) website for 40 calendar days. MITN published this opportunity to 45 companies and 39 firms downloaded the bid package. The contract was competitively solicited on MITN. Six bids were received, and Safety Zone Holdings was the lowest qualified bidder with one of the shortest lead times.
Proposed Amendment No. 1 was submitted through requisition #56500, which was approved by budget on 9/19/25. This Amendment requests adding $56,500.00 in funding to get through to the end of the contract which expires 1/30/26. There will be no other changes to the terms or conditions.
Safety Zone Holdings clearances expire 10/22/25 and they are in process of renewing, and a formal amended contract document is not required.
