MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6007251 (DWS-971) with LGC Global, Inc. and Detroit Grounds Crew (Joint Venture), for Catch Basin Inspection, Repair & Replacement; for a total contract amount not-to-exceed $7,440,164.00 and a term of three (3) years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
DWSD maintains an extensive stormwater management system that includes thousands of catch basins, also known as storm drains, which are critical for controlling surface water runoff. These catch basins prevent localized flooding by capturing stormwater and directing it into the city’s sewer system. Over time, catch basins can become clogged with debris, sediment, and trash, or deteriorate due to age, traffic loads, or environmental conditions. Neglected catch basins pose risks to public safety, infrastructure integrity, and environmental compliance.
1. Aging Infrastructure
Many of the city's catch basins are decades old and have not undergone regular inspection or maintenance. Deterioration leads to sinkholes, roadway damage, and increased maintenance costs if left unaddressed.
2. Flood Mitigation and Public Safety
Regular inspection and timely repair of catch basins are essential to prevent street flooding during heavy rain events. This is particularly important in flood-prone neighborhoods and areas with high vehicular and pedestrian traffic.
3. Regulatory Compliance
The City is required to comply with local, state, and federal regulations related to stormwater management under the Clean Water Act and Michigan Department of Environment, Great Lakes, and Energy (EGLE) guidelines. Routine inspections ensure compliance and minimize the risk of environmental violations.
4. Operational Efficiency
A dedicated contract allows the DWSD to proactively inspect, assess, and repair catch basins. While optimizing the use of limited internal resources and reducing emergency repair costs. It also allows for better asset management through data collection and maintenance tracking.
5. Equity and Community Impact
Consistent maintenance across all neighborhoods supports equitable service delivery and improves quality of life for residents in underserved communities, where infrastructure failures can exacerbate environmental and health disparities.
PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 534107, which was fully approved on 4/21/25. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 35 calendar days (5/1/25 - 6/5/25). MITN published this opportunity to 1390 companies and 43 firms downloaded the bid package. Two (2) bids were received:

The Engineer’s estimate for the work was valued at $10,500,000.00.
The evaluation of the bids was based on the lowest bid price. As the apparent equalized low bidder, LGC Global, Inc./Detroit Grounds Crew (JV), was evaluated and determined to be responsive. The bid tab and responsiveness evaluation, and LGC/DGC’s (JV) bid was forwarded to the Engineering Division. Therefore, it is recommended that LGC Global, Inc./Detroit Grounds Crew (JV) be awarded the contract resulting from RFB DWS-971 in the amount of $7,440,164.00.
Due to the low bid response, DWSD Procurement has requested no-bid statements and is patiently awaiting responses from this bid solicitation.
LGC Global, Inc. holds (3) Detroit Business Certifications: Detroit Based Business, Detroit Headquartered Business and Minority-Owned Business Enterprise.
Detroit Grounds Crew holds (4) Detroit Business Certifications: Detroit Based Business, Detroit Headquartered Business, Detroit Small Business and Minority-Owned Business Enterprise.
LGC Global, Inc’s clearances expire on 12/18/25 and Detroit Grounds Crew’s clearances expire 5/5/26 respectively and a formal contract document has been sent to the vendor for review and signature.
