MOTION

 

Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Amendment No. 4 for DWSD Contract 6003611 (WS-717) with LGC Global, Inc., for As-Needed Water Main Replacements by adding $2,300,000.00 in funding, for a total amended contract amount not-to-exceed $15,994,796.84.  No changes to the scope of work, terms and conditions or expiration date of 3/31/2026.  This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

 

BACKGROUND / JUSTIFICATION

 

The Detroit Water and Sewerage Department (DWSD) requires this contract for urgent water main replacement work to the Detroit water system. The regular DWSD water contracts are either solely for water main repair or water main replacement with scope pre-determined, designed and constructed. This contract is unique in that the scope of work covers water main replacement on an as-needed emergency basis. This contract is intended for emergency water main replacement, without a full and complete set of construction drawings. Water mains to be replaced under this contract are intended to be placed in the alignment of the existing water main as applicable. During the course of this contract, short segments of water main may experience multiple breaks, but may not be appropriate and/or cannot wait to be packaged in a traditional water main replacement contract. However, replacement of such water main should not be delayed in order to maintain water service to DWSD’s customers and eliminate non-revenue water loss. This contract will also reduce the inconvenience to DWSD’s customers and the public of repeated road closures and excavations to repair various recurring water main leaks across the City. DWSD’s Water CIP Program evaluates water pipe conditions and break histories to determine the areas of the water system best suited for planned replacement work.

DWSD Project No. WS-717 is part of an ongoing water distribution piping system replacement programs within the City of Detroit. During the execution of the project, several unforeseen field conditions were encountered that required additional time for assessment, resolution, and implementation of necessary modifications that impacted the project cost. These unforeseen field conditions and directives resulted in additional cost necessary to complete the work in compliance with DWSD standards.

 

 

PROCUREMENT METHOD

 

The initial contract was competitively solicited on RFB #486274 which was approved on 2/8/2021. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet. MITN published this opportunity to 1425 companies, and 87 firms downloaded the bid package. LGC Global, Inc., was deemed responsible and responsive for the awarded contract.

 

Amendment 1 CCO#1 extended the term by 235 calendar days for a new expiration date of 6/30/25.

 

Please note, there is no subsequent Change Order No. 2 (CCO#2), as it was voided and never executed under this contract agreement.

 

Amendment 2 CCO#3 extended the term by 235 calendar days for a new expiration date of 12/30/25.

 

Amendment 3 CCO#4 was submitted by the DWSD Field Engineering Group through Requisition #541488, which was approved by Budget on 11/12/2025. Amendment 3 CCO#4 was partially executed by extending the contract by 91 calendar days, for a new expiration date of 3/31/2026 per DWSD Procurement Policy, under the executive authority of Director Brown on 12/16/2025.

 

Proposed Amendment 4 is the remaining request for CCO#4; it requests additional funding in the amount of $2,300,000.00 for a new contract total not to exceed $15,994,796.84. The additional funding will ensure all remaining tasks are completed and all final invoices can be processed at the end of the contract term.

 

LGC Global’s clearances expired 12/18/2025 and are pending approval. A formal amended construction change order document has been signed by the vendor and all DWSD approvers.
