MOTION
The Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD’s portion of the City of Detroit’s contract 6003387 with Ben Washington & Sons Plumbing & Heating, Inc., for as-needed plumbing services for a total amount not-to-exceed $300,000 and a term of three (3) years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
DWSD Facility Operations was included in the City-wide contract managed by the City of Detroit (CoD) for as-needed plumbing services. A contract is needed to ensure any plumbing issues at DWSD facilities or in the field can be addressed immediately.
PROCUREMENT METHOD
DWSD Facilities department provided the scope of work and estimated spend to the City of Detroit’s (CoD) Office of Contracting and Procurement (OCP), which was then included in the solicitation for citywide use across all CoD agencies. OCP advertised a Request for Quotes (RFQ) #18847 on CoD’s Advanced Procurement bidding platform for a period of 8 calendar days, which was viewed by 7 vendors.
Two bids were received.
Ben Washington & Sons Plumbing & Heating was recommended, based on their certification as a Detroit Headquartered, Resident and Small Business and was eligible for 8% equalization. The second bid was received from Benkari Mechanical LLC and was eligible for 5% equalization as a Detroit headquartered and Detroit Based Business.
Negotiations were performed by the City of Detroit’s Office of Contracting and Procurement with the vendor and rates have been set, over the three-year term, to:
• $93.18 per hour for Regular Time Rates
• $118.47 per hour for Overtime Rates
• 15% Markup Fee
• 10% Tool & Equipment Fee
• 10% Annual Increase
Therefore, DWSD is requesting BOWC approval to utilize the City of Detroit contract with Ben Washington & Sons for the as-needed plumbing services by the DWSD Facilities division.

The proposed contract was presented to the DWSD Finance Subcommittee on June 2, 2021. The Detroit City Council assigned this contract to the Neighborhood & Community Services Committee for review and discussion on April 15, 2021 and was recommended to the full City Council and approved on April 27, 2021. Per the DWSD Procurement Policy, once Board of Water Commissioners and City Council approvals are received, all necessary approval requirements will have been met.
