MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Amendment No. 2 to Contract 6006561 with Pronto Pest Management, Inc. to provide pest control services by adding $30,000.00, for a total amended contract amount not-to-exceed $145,000.00. No changes to the scope of work, terms & conditions or the term ending 3/31/26. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
DWSD Facilities Division is requesting an amendment to the contract for pest control services for all DWSD sites which will expire 3/31/26 to pay outstanding and future invoices for February 2026 and March 2026. The contractor provides all DWSD facilities with scheduled and emergency pest control services, which are needed to exterminate pests, maintain building grounds, DWSD vehicles, and keep the surrounding DWSD areas free of pests, menacing insects and vermin by using safe and proper methods in accordance with Integrated Pest Management (IMP) requirements of the State of Michigan Pesticide Control Act and the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). The continued service from this vendor is necessary for the safety and welfare of our employees, contractors and visitors.
PROCUREMENT METHOD
The initial contract was a Single Source, with an approved Exception to Competitive Solicitation, due to Pronto Pest Management, Inc. having the previous contract with DWSD Facilities Division for pest control services. The Exception to Competitive Solicitation was approved on 8/8/24 by Director Brown for the amount of $90,000.00 and for a term of (1 year) 10/1/2024 - 9/30/2025.
Amendment 1 was submitted through Requisition #535471, which was approved by Budget on 8/25/25. The Amendment extended the contract for an additional (6) six months for a new term end date of 3/31/2026 and added $25,000.00, for a new NTE amount of $115,000.00. The Amendment was approved by the Board of Water Commissioner on 10/15/25.
Proposed Amendment 2 was submitted through Requisition #543526, which was approved by Budget on 2/18/26. This Proposed Amendment No. 2 will add $30,000.00, for a new NTE amount of $145,000.00.
A replacement contract has been advertised on MITN and is awaiting bid close and award.
Pronto Pest Management, Inc. clearances expire on 8/1/26 and a formal amended contract document is being sent to the vendor and DWSD management for review and for signatures.
