MOTION
Upon recommendations of Mamata Burgi, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to enter into new Contract Purchase Agreement No. 6002159 for 1-year for Parallel Network Project Phase 2 with Groundwork0 LLC for an amount not to exceed $250,000.00, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
On January 1, 2016, DWSD and GLWA began the process of bifurcating the two organizations. The timeline to complete this process is five years beginning on January 1st, 2016 and ending on December 31st, 2020. As part of this process DWSD is building a new internal network using the City of Detroit standard. This new network will allow DWSD and the City of Detroit to work more closely together.
DWSD began the planning of this new network in the fall of 2016 with the first purchase to be completed in summer of 2018. Phase 1 was bid out using RFBIT2018 in March of 2018. The hardware was purchased in spring of 2019. Item No. 19-00104 was approved by the BOWC on April 17, 2019 for the updated amount of $640,289.25. It is anticipated that this build out will complete by December 2019.
Phase 2 (this request) is to replace and build out the Wireless portion of the network and provide for spare and replacement equipment to support the network. In addition, this phase will include services for additional support and installation as necessary. In using the same provider that is supporting the main City of Detroit network, this allows more comprehensive and in-depth support from a vendor that knows the current network and configuration. It also allows future pricing for services and equipment to be determined by a combined volume of the City of Detroit and DWSD.
Additional phases are planned to replace the current Fujitsu Phone system and Security Networks by December 2020 and is detailed below. Projected costs and start dates for alter phases are listed but are subject to change requirements are finalized. The security network replacement is not expected to be high in cost as many of the requirements are being built into earlier phases. The total cost of the project is funded by I & E at an expected cost of $1.3 million with an approved project budget of $1.48 million including contingency.

JUSTIFICATION
Groundwork0 LLC is the current network support and hardware provider for the City of Detroit. Groundwork0 LLC is a Detroit Based Business (DBB). In utilizing the existing vendor, DWSD will be able to obtain support from qualified persons who currently provide network hardware, service and support to the City of Detroit.
PROCUREMENT
The City of Detroit has published RFPs for this category three times. In 2003, RFP 9297 was published; in 2009, RFP 26200 was published; and in 2016, RFP 16MS334 was published. Every time the supplier awarded the contract was Groundwork0 LLC.
For this procurement, DWSD is piggybacking City of Detroit contract No. 6000435. The procurement methods for Phases 3 and 4 will be determined based on requirements.
