MOTION:
Upon recommendation of the General Counsel of the Board of Water Commissioners for the City of Detroit (“the BOWC”), the BOWC authorizes the Director to enter into an Easement Encroachment Permit with Commonwealth Associates, Inc., a Michigan corporation, on behalf of DTE Electric Company, with an address of One Energy Plaza Drive, Detroit, Michigan 48009, to construct/install a new 120kV overhead transmission line and poles over an existing DWSD easement and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND:
This easement encroachment relates to the construction/installation of a new 120kV overhead transmission line and poles, while also rebuilding the existing distribution line onto those structures, within a DWSD easement, leased by GLWA, located on the property parcel 02-14-03-376-025. Only the poles will be installed within the easement, with ground disturbance limited to augured holes for pole setting. A certificate of liability insurance and the easement encroachment permit are attached.
JUSTIFICATION:
Utility companies, along with property owners, regularly seek permits to encroach upon DWSD easements in order to develop or re-develop surrounding land. DWSD easement encroachment permits are reviewed and approved by DWSD engineers to ensure the integrity of the underlying DWSD asset(s).
