MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract No. 6005683 with Somat Engineering, Inc. for As-Needed Engineering Services for a total contact amount not-to-exceed $1,500,000.00 for a term of three years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The Permits and Stormwater Management Group (PSMG) consists of: Permitting, Compliance Engineering and Drainage Engineering Groups. PSMG is responsible for engineering review and issuance of water and sewer service permits to: City of Detroit property owners, post construction stormwater management ordinance compliance, EGLE MS4 permit compliance and NPDES regulatory compliance requirements by implementing drainage charge and green credit programs, and other work related to permits, stormwater, and drainage functions of the group. Most of the PSMG routine work are completed by inhouse staff. In some cases, PSMG requires more specialized skillsets with specific technical expertise. PSMG has demonstrated the need for an engineering consultant to provide professional engineering services on an as-needed basis for tasks that require specialized skills to complete study, design and/or construction assistance.
The proposed contract will provide a wide range of technical/engineering related support in the following specialized areas: permitting, civil, structural, architectural, geotechnical, drainage, stormwater, green stormwater infrastructure (GSI), hydraulics, geographic information system (GIS) and other areas, on as needed basis.
PROCUREMENT METHOD
DWSD published Request For Proposals (RFP) #507003 for As Needed Engineering Services on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 37 calendar days (6/26/23 - 8/2/23). MITN published this opportunity to 354 companies and 70 firms downloaded the bid package.
Eight (8) proposals were received:

The Evaluation Committee was comprised of a Permit Manager and Executive Team Manager from the Permits & Stormwater Management Group and a GIS Analyst. Evaluations were based on the following criteria:
• Work Plan & Organization
• Ability to Perform Work
• Staff Experience and Qualifications
• Pricing
The Evaluation Committee deemed OHM, Inc., Environmental Consulting Technology, Inc., Giffels Webster, Infrastructure Engineering, NTH Consultants, and DLZ Michigan, Inc., non-responsible due to the inability to meet the RFP’s minimum qualifications.
Each voting member of the Evaluation Committee independently reviewed, evaluated, and scored the remaining two responsive and responsible proposals based on the first three criteria listed above (pricing information was withheld until the technical portion was scored). Procurement tallied scores for Work Plan & Organization, Ability to Perform Work and Staff Experience & Qualifications.
Pricing information was evaluated lastly and ranked from lowest to highest based on price. Procurement then determined the highest ranked proposer based on the final rankings:

The Evaluation Committee recommended the highest-ranked Proposer as Somat Engineering, Inc., and Procurement’s negotiations with Somat Engineering, Inc was successful.
Based on the information above, DWSD Procurement recommends the contract be awarded to the highest ranked, responsive and responsible proposer - Somat Engineering, Inc.
Somat Engineering has applied for clearances. A formal contract document has been sent to the vendor for review and signature. Somat Engineering, Inc is a Detroit Based Business.
