MOTION

 

Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6006303 with Superior Information Technologies, LLC d/b/a ANANTICS for System Simulation & Analytical Services, for a total contract amount not-to-exceed $324,280.00 and a term of 1.5 years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

BACKGROUND / JUSTIFICATION

 

The objective of the proposed contract services is to provide data engineering services for the design and building of systems for collecting, storing, and analyzing data at scale. DWSD currently owns and has the ability to collect massive amounts of data, but need technical subject matter expertise and technology to ensure it is in a highly usable state for use by engineers and business intelligence analysts within the Information Technology and Engineering divisions. A major deliverable of these services will be to create the framework that will begin the automated analysis of big data, geospatial and time-series datasets, image processing, advanced statistics, machine learning, and analysis-centric application design. DWSD also needs to build internal expertise in the curation and management of enterprise-scale data and information, particularly in a cloud-native environment; having staff work with subject matter expertise will allow this capability to be sustained internally.

 

 

 

 

 

 

PROJECT OBJECTIVES / COSTS

 

Data Science Engineering Services:

Provide data science engineering services for multiple database aggregation, data analysis, field devices and modelling scenarios. Consultant shall have responsibility for discovering insights from large amounts of structured and unstructured data to help shape or meet specific business needs and goals. Specific tasks include:

 

                     Identifying the data-analytics problems that offer the greatest opportunities to the organization

                     Determining the format and data management standard for data sets and variables

                     Collecting large sets of structured and unstructured data from disparate sources

                     Cleaning and validating the data to ensure accuracy, completeness, and uniformity

                     Devising and applying models and algorithms to mine the stores of big data

                     Analyzing the data to identify patterns and trends

                     Interpreting the data to discover solutions and opportunities

                     Communicating findings to stakeholders through a structured feedback loop between the business user and the supporting technology department and vendors.

 

Simulation Software and Model integration:

1.                     Developing the foundation for integrating and interconnecting models that create a modern digital simulation twin. Consultant shall have an existing visualization platform applicable to a water/sewer utility that they can provide to DWSD at no cost for a 3-month period. Platform shall be demonstrated to integrate multiple data sources (cloud based, API and .csv) that DWSD will provide and have the following characteristics: Data Connectivity, Database discovery, feature creation, privacy, security, model building, model management, parameter recommendation, visualization, workflow, optimizations, scalable from small explorations to big data deployments.

2.                     Platform shall be able to consume hydraulic model exports

3.                     Leverage GIS exported data sets

4.                     Foundational development for integrating and interconnecting models to create a modern digital simulation twin.

PROCUREMENT METHOD

 

This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 518691, which was fully approved on 4/2/24.  The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 21 calendar days (4/8/24 -4/29/24).  MITN published this opportunity to 340 companies and 85 firms downloaded the bid package.  In addition to posting on MITN, Procurement sent email notices to approximately 72 firms. Additional vendor outreach was performed by DWSD staff in an attempt to connect with firms that have not done business with DWSD in the past in an effort to expand the DWSD vendor pool. The Engineer’s Estimate for this work is $240,000.00.

 

After a thorough bid evaluation, it was identified that L.M.E Consultants LLC. had submitted the lowest bid. However, upon technical evaluation, it was determined that their bid did not fulfill the necessary technical requirements. It lacked essential information and thus was deemed nonresponsive and ineligible for consideration.

 

Superior Information Technologies emerged as the second lowest bidder. Theirbid submission was evaluated and met all technical requirements. Therefore, it is recommended that Superior Information Technologies be awarded the contract resulting from the RFB for System Simulation & Analytical Services in the amount of $324,280.00 and for a term of 1.5 years.  The bid tab, responsiveness evaluation, and bid was sent to the Field Services Division.

 

Superior Information Technologies clearances expire on 2/6/25. A formal contract document has been sent to the vendor for review and signature.
