MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6005362 (DWS-964) with Pipetek Infrastructure Services for Sewer Condition Assessment Services in Hubbard Farms, along Michigan Avenue, Midtown, and North Corktown, for a term of 2 years and a total contract amount not-to-exceed $5,579,680.14. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The existing DWSD sewer system within the City limits (approximately 3,000 miles of sewers ranging from 8” through 180”) is approximately 90 years or older. As a result of the age of the sewers, the risk of deterioration is increased. DWSD performed a risk model assessment that computes the probability (likelihood) of asset failure (POF) and the consequence of asset failure (COF). The risk model provides a data-driven quantitative framework for both water and sewer assets to ensure that risk assessments are defensible, consistent, and repeatable. Asset risk is computed and then aggregated on a neighborhood basis. Finally, priority neighborhoods are selected by overlaying neighborhood risk with strategic and planning-level criteria (external factors) such as Strategic Neighborhood Fund (SNF) areas, DPW projects, federally funded projects, and previous DWSD Capital Improvement Program Management Office (CIPMO) work. Therefore, this contract selected to perform SEWER CONDITION ASSESSMENT SERVICES IN HUBBARD FARMS, ALONG MICHIGAN AVENUE, MIDTOWN, AND NORTH CORKTOWN is a product of the process outlined.
PROJECT OBJECTIVES / COSTS
The work is to be completed within 730 days. The Sewer Condition Assessment Services in Hubbard Farms, Along Michigan Avenue, Midtown, and North Corktown shall include the following work:
a. The cleaning of, and removal of foreign material from, approximately 168,576 LF of sewers in order to be able to conduct a NASSCO compliant inspection.
b. The NASSCO-compliant inspection of approximately 306,982 LF of sewers using internal video and multisensory equipment for the purposes of recording structural and service defects.
c. The inspection of approximately 849 manholes using side scanning imagery and point cloud collection equipment to NASSCO Manhole Assessment Certification Program (MACP) Level 2 inspections for the purposes of recording structural and service defects.
d. The as-needed removal and replacement of existing privately-owned facilities (e.g., fences, gates, landscaping, and paved areas) that prevent access to City of Detroit assets (i.e., manholes).
e. The cleaning and inspection of 1,273 catch basins, and the removal and vacuuming of dirt/debris
and sludge. Catch basins in MDOT ROW (e.g. I-75, M-10, M-12, etc.) are not to be inspected, however any catch basins in DWSD's jurisdiction not mapped but discovered in the field adjacent to the pipes identified for inspection are to be inspected.
f. The dye testing of approximately 123 sinkholes.
g. The GPS surveying of approximately 849 manholes, 1,273 catch basins, and hydrants, and mainline valves.
h. The raising to grade of approximately 87 manholes, as needed.
i. Any work adjacent to any Wayne County and MDOT road jurisdictions shall be in accordance with the requirements of the Wayne County and MDOT Authorities respectively.

PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 505279, which was fully approved by Budget on 3/9/23. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 38 calendar days (3/14/23 - 4/20/23). MITN published this opportunity to 466 companies and 57 firms downloaded the bid package. In addition to posting on MITN, Procurement sent email notices to approximately 75 firms. Additional vendor outreach was performed by DWSD staff in an attempt to connect with firms that have not done business with DWSD in the past in an effort to expand the DWSD vendor pool.
The Engineer’s Estimate for this work is $9,827,826.69.

As the apparent equalized low bidder, Pipetek Infrastructure Services’ bid was evaluated first. Pipetek’s bid included all required information and was deemed responsive and responsible. Therefore, it is recommended that Pipetek Infrastructure Services be awarded the contract resulting from the RFB for DWS-964 for a term of 2 years and a total contract amount of $5,579,680.14. The bid tab, responsiveness evaluation, equalization analysis, and the five bids were sent to the Construction and Engineering Division.
Pipetek’s clearances expire on 1/26/24 and the formal contract document has been sent to Pipetek Infrastructure Services for review and signature.
