Upon recommendation of Marqaicha Welch, Purchasing Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve The Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Amendment No. 1 for DWSD Contract No. 6001844 with OHM Advisors to continue providing Green Stormwater Infrastructure Program Management Services; by extending the contract three (3) years for a new term end date of 7/31/27 and adding $8,000,000.00 for a total amended contact amount not-to-exceed $20,000,000.00. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

 

BACKGROUND / JUSTIFICATION

 

The original Contract 6001844 was approved by BOWC 2/20/19. Under the contract, OHM Advisors has provided Green Stormwater Infrastructure Program Management Services. Design and construction efforts led by OHM Advisors under CS-1884A are ongoing, with one large-scale project (Far West) under construction and several others scheduled to start construction in FY24 or FY25. Extending CS-1884A will ensure that DWSD’s efforts are well-supported during critical phases of these projects and will allow DWSD to better maintain continuity when the contract succeeding CS-1884A is put out for bid (as this will likely not be in FY24).

DWSD has recently received an unprecedented amount of grant funding, substantially increasing the projects and workload for the GSI program. Much of the funding available must be spent within strict timelines. CS-1884A will manage several of these projects through completion to avoid complicating grant requirements. Therefore, the contract needs a time extension and additional funds to allow the consultant to continue managing these projects.

The Detroit Water and Sewerage Department (DWSD) and the Great Lakes Water Authority (GLWA) are co-permittees of a National Pollutant Discharge Elimination System (NPDES) permit issued by the Michigan Department of Environmental Quality (MDEQ). As a requirement of the current NPDES permit, DWSD and GLWA are jointly responsible for developing and implementing the Alternative Rouge River Combined Sewer Overflow (CSO) Control Program.

This CSO Control Program is designed to restore water quality and protect public health, while staying within the City's financial means to pay for new projects. The Alternative CSO Control Program, which is in lieu of the formerly approved Upper Rouge Tunnel CSO control facility that was cancelled in 2009, encompasses a 25- year phased plan that focuses on green stormwater infrastructure (GSI) solutions along with "right-sized" conventional CSO control facilities.

DWSD is responsible for implementation of the GSI Program. The scope of the GSI Program’s goal is to remove 2.8 million gallons of stormwater (rainfall and snowmelt) from the combined sewer system during a 2-year, 24-hour storm event.

PROCUREMENT METHOD:

 

This Contract was competitively solicited through a Request for Proposals (RFP). The RFP was posted on the Michigan Inter-Governmental Trade Network (MITN) website from 7/25/18 to 8/29/18. MITN published notifications to 476 companies subscribing to the relevant NIGP code(s) and 55 firms downloaded the RFP package. Two proposals were received. An Evaluation Committee reviewed and scored the Proposals from OHM Advisors and Tetra Tech of MI. The Evaluation Committee recommended OHM Advisors as the highest ranked Proposer. It was approved by BOWC 2/20/19 and City Council 5/7/19.

 

This Proposed Amendment No. 1 was initiated through Requisition #517362 and approved by budget on 5/3/24. The proposed amendment would add $8,000,000 and three (3) years to the contract for a new total not-to-exceed amount of $20,000,000 and a new contract end date of 7/31/27.

 

OHM Advisors have current approved clearances that expire 5/28/25 and a formal amended contract document has been sent to the vendor for their signature.
