MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Purchase Order 3078749 with Interstate Trucksource, Inc., for the purchase of (4) Five-Yard Dump Trucks with custom debris body, for a total purchase amount not-to-exceed $653,700.84 and authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The Detroit Water and Sewerage Department (DWSD) Fleet Operations have requested the purchase of (4) Dump Trucks to replace its aging and out of service fleet models: 1999 Chevrolet Five-Yard Dump Trucks. This classification of fleet trucks are used by the Maintenance and Repair Operations to move sand, soil, salt, blacktop, and debris. These units are mainly used to by the DART (Distribution Asset Repair Section), MARS (Minor Asset Repair Section) and the Lead Service Line Teams when open excavated work sites require backfilling to restore or ensure safety.
These (4) 2025 Five-Yard Dump Trucks are part of the approved FY23-24 CIP, vehicle replacement plan.
PROCUREMENT METHOD - Single Bid Response
Requisition #522678 was submitted and approved by Budget on 7/10/24. This purchase order was competitively solicited per RFB #522678 on 9/3/24, with a closing date of 9/30/24, through the Michigan Intergovernmental Trade Network website for 28 calendar days. The RFB was solicited to 278 suppliers, 30 suppliers viewed the bid package which generated four responses.

Tri County International Trucks Inc. submitted a responsive bid but was deemed non-responsible because they were able to supply the dump trucks, however, the vendor did not meet all the required specifications.
Technology International’s bid was deemed non-responsible for failure to meet the required specifications.
MacAllister Machinery Co., Inc dba Michigan CAT was unable to supply the dump trucks and submitted a no bid statement.
Interstate Trucksource, Inc. was deemed responsive and responsible.
Based on the information above, it is recommended that the Purchase Order be awarded to the responsive and responsible bidder, Interstate Trucksource, Inc.
Interstate Trucksource, Inc., clearances expire 2/12/25.
