MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6004612 with Process Controls & Instrumentation, LLC for Local Sewer System Metering & Analysis Services, for a total contract amount not-to-exceed $254,000 and a term of 2 years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
This proposed contract will provide services and materials for removing, cleaning, installing, and maintaining sewer meter installations for a 2-year period. The purpose of this task item is to continue the efforts of a Detroit system wide flow monitoring plan to refine calibration of the all-pipe sewer model of Detroit, provide data collection for condition assessments and sewer shares allocations. The selected locations align with the envisioned large-scale sewer-sheds as part of the model development using available permanent rainfall and sewer meter data. This data allows calibration of certain areas of the model, where major flows are not currently being monitored.

PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 497404, which was fully approved on 4/29/22. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 23 calendar days (5/16/22 - 6/7/22). MITN published this opportunity to 87 companies and 33 firms downloaded the bid package. In addition to posting on MITN, Procurement sent email notices to approximately 91 firms.

As the apparent low bidder, Process Controls & Instrumentation, LLC was evaluated first and determined to be responsive. Therefore, it is recommended that Process Controls & Instrumentation, LLC, as the lowest responsive and responsible bidder, be awarded the contract resulting from RFB 497404. The bid tab, responsiveness evaluation, equalization analysis, and the three (3) bids have been provided to the Field Services Division.
Process Controls & Instrumentation’s clearances expire 7/26/23. The Standard Terms and Conditions will apply to this contract, so a formal contract document is not required.
