MOTION
Upon recommendation of Gary A Brown, Director the Board of Water Commissioners for the City of Detroit Water and Sewerage
A. Authorizes the Director to execute on behalf of the DWSD Contract 18-5527 (WS-714) between DWSD and MDOT regarding MDOT’s performance of water main replacement on behalf of DWSD during MDOT’s construction on Highway M-5 (Grand River Avenue).
B. Authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
MDOT is planning hot mix asphalt milling and resurfacing, streetscape, two-way cycle track, traffic signal, signing and pavement marking work along Highway M-5 (Grand River Avenue) from Highway M-39 (Southfield Freeway) to Berg Road. DWSD has requested that MDOT perform additional work for and on behalf of DWSD in connection with the Grand River Avenue construction.
Such additional work includes watermain replacement work along Grand River Avenue from Berg Road southeasterly to Fenkell Avenue, including taking existing watermains out of service and removing existing 6-inch, 8-inch, 10-inch and 12-inch watermains and installing new 8-inch, 12-inch and 16-inch watermains, together with necessary related work, located within the limits of the City of Detroit, Wayne County, Michigan.
DWSD presently estimates the project cost to be $8,608,600.00. The parties have reached an understanding with each other regarding the performance of the project work and have set forth their desires in the form of a written Contract, attached hereto.
JUSTIFICATION
DWSD’s facilities within the area of MDOT’s planned road construction project are in need of replacement. The costs of replacing these facilities are drastically reduced if performed in unity with MDOT’s road construction project because MDOT will have already excavated the area needed to perform the watermain replacements. Also, DWSD will not have to absorb the costs of repairing the road after the watermains are replaced, since this was already planned in MDOT’s original road construction project. DWSD will have site inspectors and in-house engineers present during the entirety of the project to assure compliance with our project designs and will be available to assist MDOT should any issues arise with DWSD’s facilities during the excavation of the road, or the replacement of the watermains.
For the above reason, we request that the Board approve this motion.
BUDGET IMPACT
$8,608,600.00 is a capital funded project. The anticipated source of funding is State Revolving Fund loan by MDEQ’s Drinking Water Revolving Fund (DWRF) which will be approximately 77% federally funded.
