MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6004687 with Underground Infrastructure Services for Hydro Excavation Services in Detroit for a total contract amount not-to-exceed $154,000 and a term of three (3) years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The State of Michigan's Lead and Copper rule requires that communities around the state turn in a "Complete Inventory" to EGLE. The purpose of this inventory is to show where lead and copper service lines are throughout around Michigan. At first, accomplishing this task would have meant digging up every stop box in Detroit and reporting our findings. Thanks to an update of the rule, Detroit can still satisfy the requirement with far fewer excavations. Excavations and machine learning will be used to build a predictive model of where lead and copper line are throughout the city. Instead of 300,000+ excavations, Detroit now only needs to excavate 385 houses to satisfy part of this requirement. DWSD has received grant funding to complete the task.
PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 494077, which was fully approved on 3/1/22. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 35 calendar days (6/6/22 - 7/11/22). MITN published this opportunity to 340 companies and 30 firms downloaded the bid package.

As the apparent equalized low bidder, Underground Infrastructure Service’s bid was evaluated first. Upon review, Underground Infrastructure Services’ bid included all required information and was determined to be responsive and responsible. Therefore, it is recommended that Underground Infrastructure Service be awarded the contract resulting from the RFB for Hydro Excavation Services for a term of three (3) years. The bid tab, responsiveness evaluation, equalization analysis, and the two bids were forwarded to the Operations Division for review.
Underground Infrastructure Services’ clearances expire 7/11/23 and the Standard Terms & Conditions will be utilized.
The Engineer’s estimate for this project is $154,000.
