MOTION

 

Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve DWSD Contract 6008019 with Oracle America, Inc., for Consulting Services to support the upgrade and project implementation for the Oracle Cloud Infrastructure, for a total contract amount not-to-exceed $1,400,000.00 and a term of 5 years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

BACKGROUND & JUSTIFICATION

The DWSD IT Department is requesting a new single source contract for the upgrade and project implementation of new cloud deployment of hardware and software, configuration and upgrade of Oracle OCI environment to add Oracle Database AI version that brings AI to the departments’ data, making it simple to power application development and mission critical workloads with AI. The services provided under this contract will be spread over a 5-year period, beginning fall of  2026 through June 2031 at a cost of $1,400,000.00. This is a single source request as Oracle is the sole provider of the current enterprise system that services DWSD's database and hosting environment. Oracle is also the provider of the City of Detroit and DWSD’s instance of  FUSION ERP financial management system.

Oracle Consulting supports DWSD's enterprise data management system solution that is a critical managing structured and unstructured data sets and services to drive greater cost efficiency. This platform provides DWSD with a streamlined approach for all of the divisions to manage data and create a way to improve communications internally and with stakeholders. AI-based reporting tools and forecasting capabilities are to be developed that can help business units track performance, identify areas for improvement, and make strategic decisions. An innovative and up to date application stack can provide a competitive edge by enabling business units to offer superior service, personalize offerings, and innovate faster for internal and external customers. Transparently making complex tasks like data mapping and API management, making integration accessible to business users, not just developers, by abstracting technical details.

This new CIP funded contract is to execute planned upgrades with internal business improvements; vendor will be providing improvements for DWSD related to:

                     Identity and Access Management

                     Geospatial integration and Digital Twin Integrations

                     Low-code application development to replace low value applications

                     Reduce the total number of integration points by utilizing prebuilt connectors/integrations, visual design tools, and AI-driven recommendations

                     Meter Data Management capabilities

                     Security controls

 The scope of the work includes a combination of CIP and O&M work which will allow DWSD to get no cost professional services from Oracle in the development of the data digitization models and meter data management tools.

PROCUREMENT METHOD

 

This contract was initiated through requisition #548108 by the IT Division and was approved by Budget on 7/20/26. This contract was procured as Single Source, Exception to Competitive Solicitation (ECS) submitted by the IT Division and approved by the Director on 6/9/26. 

 

Oracle America’s clearances expire 8/21/27. A formal contract document has been sent to the vendor for signature.
