MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contracts 6006967 with DLZ Michigan, Inc., 6006968 with Orchard, Hiltz & McCliment, Inc. dba OHM Advisors, and 6006969 with Somat Engineering, Inc., for Professional Engineering Services for as-needed Water and Sewer Capital Improvement Projects (Project No. CS-1990); for a combined total contract amount not-to-exceed $6,000,00.00 and a term of three (3) years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
DWSD Engineering Division uses engineering and design services on water and sewer Capital Improvement Projects that include civil, structural, architectural, geotechnical, hydraulics, GIS, and other services as identified in the individual Task Orders. The DWSD Engineering division estimates an equal split of work between the 3 contracts and so, estimates $2 million for each contract but reserves the right to move funds around as needed within the combined not-to-exceed amount of $6,000,000.00.
PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Proposals (RFP) per Requisition 522382, which was fully approved by Budget on 7/18/24. The RFP was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 49 calendar days (8/15/24-10/4/24). MITN published this opportunity to 499 companies and 56 firms downloaded the proposal package.
The Engineer’s Estimate for this work is $6,000,000.00.
The Evaluation Committee was comprised of an Engineer from the Engineering Office, a Manager from the Stormwater Management Group and an Assistant Manager from Field Operations. Evaluations were based on the following criteria:
• Ability to perform work
• Work plan & Organization
• Staff Experience
Nine proposals were received. Each proposal was evaluated by Procurement with respect to responsiveness and responsibility. Each voting member of the Evaluation Committee independently reviewed, evaluated, and scored the proposals based on the criteria listed above. Procurement took the scores and tallied up the rankings based on the scores. Procurement then determined the three highest ranked responsive and responsible Proposers.

The Evaluation Committee and Procurement recommends the three highest-ranked responsive & responsible Proposers DLZ Michigan, OHM Advisors, and Somat Engineering for a term of three (3) years and a total not-to-exceed contract amount of $6,000,000.00.
1. DLZ Michigan, Inc. (CS-1990A) is the first highest ranking Proposer and is a certified DBB, MBE.
DLZ will be utilizing the following subcontractors:
• Infrastructure Engineering (Minority Owned) - Engineering Services for Traffic, Transportation and Restoration Plans.
• Brown and Caldwell, LLC - Conveyance System Construction, Repair and Rehabilitation.
DLZ’s clearances expire on 8/15/25 and a formal contract document is routing for signatures.
2. Orchard, Hiltz & McCliment dba OHM Advisors (CS-1990B) is the second ranking Proposer and is a certified DBB. OHM will be utilizing the following subcontractors:
• WSP Michigan, Inc. (DBB) - Engineering Design, Cost Estimating, Constructability Reviews, Planning, Environmental Clearances.
• Onyx Enterprise, Inc. (DBB, DHB, Detroit Small Business, Minority Owned & Women Owned) - Community Outreach, Utility Investigations, CADD
• G2 Consulting Group - Geotechnical Engineering, Environmental Site Assessments
• Chronicle Heritage fka Commonwealth Heritage - SHPO
OHM’s clearances expire on 5/28/25 and a formal contract document is routing for signatures.
3. Somat Engineering, Inc. (CS-1990C) is the third ranking Proposer and is a certified DBB, DHB & MBE. Somat will be utilizing the following subcontractors:
• Osborn Engineering (DBB) - Water Main and Sewer Design, Civil Engineering, GIS, QA/QC.
• Spalding DeDecker Associates (DBB) - Surveying and GIS services.
• Burns & McDonnell - Water Main Design /Rehabilitation, Hydraulics, Hydraulic Modeling, QA/QC.
• Core Land Consulting - Surveying and GIS services.
Somat’s clearances expire on 3/21/25 and a formal contract document is routing for signatures.
At no time shall the combined total not-to-exceed amount of these three contracts exceed $6,000,000. All proposed funding changes above $6,000,000 will be brought before the BOWC for approval.
