Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6007287 for Project DWS-977 with LGC Global, Inc. for Sewer Improvements Throughout the City of Detroit for a total contract amount not-to-exceed $9,769,962.00 and a term of two (2) yearsThis also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

 

BACKGROUND / JUSTIFICATION

 

This contract provides for the in-place rehabilitation of selected sewers primarily using the procedures, methods, and equipment of the cured-in-place pipelining process. The existing Detroit Water and Sewerage Department (DWSD) sewer system within the City limits consists of approximately 3,000 miles of sewers ranging from 6” through 120” and is generally older than ninety years. As a result of the sewers age, they are deteriorating at a faster rate. Some are near the point of collapsing, and immediate emergency action is often required. Therefore, rehabilitation services are needed to repair plugged, damaged, and collapsed sewers to avoid basement flooding, and maintain the flows within the wastewater collection system.

 

Sewers were identified for intervention based on the results of condition assessment by a prior DWSD contract. This project is to be funded via a low-interest loan from the Michigan Department of Environment, Great Lakes, and Energy’s (EGLE) State Revolving Fund (SRF). The State Revolving Fund is a tool that can be utilized by municipalities to finance stormwater infrastructure projects including a range of categories such as traditional stormwater infrastructure (pipes), green infrastructure, ecosystem protection and restoration, stormwater treatment and storage, erosion and sediment control, and agricultural best management practices to protect surface or ground water.

 

The contract is being initiated to provide all labor, materials, and equipment to fully perform the work of televising inspection, cleaning, repair, and rehabilitation/lining of circular and non-circular storm and sanitary sewers. The work will primarily involve the repair of failed/collapsed circular and non-circular storm and sanitary sewers by means of the open cut repair method. Additionally, the work involves the rehabilitation of sewers by using the relining methods of cured-in-place pipe (CIPP) conforming to the requirements of the current standard specification for “Rehabilitation of Existing Pipelines and Conduits by the Inversion and Curing of a Resin-Impregnated Tube, American Society for Testing and Materials (ASTM) Designation F1216-05, ASTM F1743 Pulled, ASTM D5813, ASTM D790, ASTM D2990". The work also includes the replacement of manholes, as well as their rehabilitation by Cementitious and Epoxy liners. The Contractor is also required to furnish all labor, materials, and incidentals required to complete the project in accordance with the Contract Documents. The work will be located throughout the City.

 

 

PROJECT OBJECTIVES

 

The objective of the proposed Contract No. 6007 consists of the following, throughout the City of Detroit:

- External point repairs for approximately 600 linear feet of sewers up to 24” diameter,

- Lining of approximately 29,000 linear feet of sewers up to 75” diameter,

- Installation of approximately 40 new and replacement manholes,

- Various repairs of remaining manholes

- Restoration of the surface areas and existing structures after performing any necessary sewer work as specified in the Contract documents.

 

PROCUREMENT METHOD

 

This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 535373, which was fully approved on 5/20/25. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 31 calendar days (5/23/25 - 6/23/25). MITN published this opportunity to 914 companies and 62 firms downloaded the bid package. The Engineer’s Estimate for the project is $8,315,000.00. Two (2) bids were received:

The evaluation of the bids was based on the lowest bid price. As the apparent low bidder, LGC Global, Inc., was evaluated and determined to be responsive. The bid tab and responsiveness evaluation, and LGC Global’s bid was forwarded to the Engineering Division. Therefore, it is recommended that LGC Global, Inc. be awarded the contract resulting from RFB DWS-977 in the amount of $9,769,962.00.
