MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve DWSD Contract 6007599 with Superior Information Technologies LLC dba Anantics, for System Simulation Integration & Analytical Services; for a total contract amount not-to-exceed $749,848.00 and a term of 2 years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND & JUSTIFICATION
The Detroit Water and Sewerage Department Maintenance and Repair Division is requesting system simulation integration and analytical services for the water distribution and sewer collection network.
The purpose of this project is to build upon the foundational data architecture that has been developed for systems data integrations, for a Detroit system wide model and an IIoT monitoring plan for near-real time visualization of data and its’ effects. The need is to develop the architecture, infrastructure, and procedures to collect, aggregate, analyze and act on the data generated by these endpoints and other data sets. The division also needs to formalize the processes that must manage and optimize the data and its communications workflows. The role of data science is becoming increasingly important as the department relies increasingly on data analytics to drive decision-making and on automation and machine learning as core components of digital strategies.
PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 540297, which was fully approved by Budget on 9/30/25. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 33 calendar days.
