MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract No. 6007641 with EJ USA Inc, for Seal Plate Assemblies of various sizes, for a new contract amount not-to-exceed $186,743.24 and a term of two years. The BOWC also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The DWSD warehouses stocks seal plate assemblies of various sizes. They are used by the Maintenance & Repair Division to repair various sized water mains. This contract will serve to replenish stock levels preventing emergency spot buys and possible work stoppage.
PROCUREMENT METHOD
This was competitively solicited through a Request for Bids (RFB) #541816 and fully approved by Budget on 11/7/25. RFB #541816 was advertised on the Michigan Inter-Governmental Trade Network (MITN) website for 21 calendar days. MITN published this opportunity to 75 companies, and 20 firms downloaded the bid package. Two bids were received from EJ USA and Decima LLC. See attached bid tab for the pricing summary.
No bid statement were emailed to vendors that viewed the bid package. Procurement received four (4) responses:
EJ USA Inc’s bid was evaluated as the lowest responsive and responsible bidder. Procurement is recommending EJ USA Inc be awarded this contract.
EJ USA clearances expire 1/29/26, a formal contract document is not required.
