Purchase of Water Meters on an as-needed basis

 

MOTION

 

Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contracts 6005030 with Badger Meter, 6005054 with Metron Farnier, LLC, and 6005056 with Master Meter, Inc.; for the as-needed purchase of various sized water meters for a combined total contract amount not-to-exceed $2,000,000 and a term of two (2) years.  This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

 

BACKGROUND / JUSTIFICATION

DWSD is committed to providing our customers with correct and appropriate billing for water & sewer usage. This focus includes addressing under registering water meters that are on average over 15 years old and significantly beyond their operational life. Also, we are upgrading our AMI system, changing out all reading devices.

In 2022, DWSD’s Meter Operations Division replaced 8,511 cold water meters of various sizes, to provide customers with the most accurate and efficient water usage meter reading as necessary for their respective service need. Each make and model, based on meter size, facility, and service type has qualities that fit certain service applications and must meet American Water Works Association standards and be compatible with the latest automatic meter-reading technology. For optimal solicitation, the meters were divided based on size and quantity needed into three groups: Groups A, Positive Displacement Meters range in sizes 5/8” to 2”; Group B, Electronic Type Meters in sizes 1.5” to 10”; and Group C, Mechanical Meters in sizes 1.5” to 6”.

DWSD's concentrated efforts to replace aging meters has left stock levels nearly depleted. Meter Operations division is requesting approval to enter into the contracts listed below for a term of two (2) years for the continued replacement of water meters throughout the City of Detroit.

 

PROCUREMENT METHOD

 

This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 497487, which was fully approved on 5/24/22.  The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 24 calendar days (11/29/22 - 12/22/22). MITN published this opportunity to 93 companies and 18 firms downloaded the bid package.

 

Four bids were received.  Evaluation of the bids was based on lowest unit and extended prices per line item. The pricing summary. has is included on a separate page and indicates the recommended bidder and pricing for each item as shown by the yellow highlights.  Bids were received from the following vendors:

 

                     Badger Meter, Inc.

                     Master Meter, Inc.

                     Metron Farnier,

                     EJ Prescott

 

The evaluation of the bids is based on the lowest price per line item; however, in the event the Contractor with the lowest price for that item s is unable to fulfill orders, DWSD will utilize the next lowest priced Contract for that line item should the Contractor be able to provide the items.  EJ Prescott’s bid was deemed non-responsible due to failing to provide or respond to DWSD’s clarification request regarding the required bar code samples and failing to provide the warranty information and bar code samples as required in the RFB. The bids from Badger, Master Meter and Metron Farnier, LLC, were evaluated and all three were deemed responsive and responsible.

 

Based on the information above, DWSD recommends awarding contracts to Badger Meter, Inc.,Master Meter, Inc. and Metron Farnier with a combined total not-to-exceed amount of $2,000,000 and a term of 2 years.  However, not all meter items were bid on, so research will be done as to why and a future solicitation may be required for the remaining meter types.

 

Badger’s clearances expire 12/20/23, Master Meter’s expire on 11/20/23 and Metron Farnier’s expire on 9/28/23.
