MOTION:
Upon recommendation of Scott MacGriff, General Counsel of the City of Detroit Water and Sewerage Department (“DWSD”), the DWSD Board of Water Commissioners hereby authorizes the Director to enter into a Purchase and Sale Agreement with Deo Gratias Ministries Detroit, a Michigan nonprofit corporation, with an address of 720 Atkinson St., Detroit, Michigan 48202, for the sale of certain real property owned by the DWSD, at a purchase price of Four Hundred Fifty Thousand and 00/100 Dollars ($450,000.00), and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND/JUSTIFICATION:
This purchase and sale agreement relates to the sale of certain real properties located at: 13303 E. McNichols Rd., Detroit, Michigan 48205 (parcel number 21020297-301); 17109 Hickory Street, Detroit, Michigan 48205 (parcel number 21020302); 13407 E. McNichols Rd., Detroit, Michigan 48205 (parcel number 21020303); 13411 E. McNichols Rd., Detroit, Michigan 48205 (parcel number 21020304); and 13419 E. McNichols Rd., Detroit, Michigan 48205 (parcel number 21020305), respectively.
These properties previously and collectively served as the facility and parking for DWSD’s East Side Customer Service Center. They are no longer required for DWSD operations and are not anticipated to be needed for any future departmental use. Continued ownership would result in ongoing maintenance, security, and holding costs without corresponding operational benefit.
After DWSD listed the property for sale, Deo Gratias Ministries Detroit proposed to purchase the properties from DWSD for Four Hundred Fifty Thousand and 00/100 Dollars ($450,000.00). The proposed Purchase and Sale Agreement includes customary due diligence provisions, appropriate allocation of risk, and protections for DWSD, including environmental releases and required approvals. Approval of this transaction will allow DWSD to convert a surplus, non-operational asset into revenue while avoiding continued carrying costs, and is consistent with prudent asset management and financial stewardship.
