MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract No. 6007644 with Safety Zone Holdings, for Traffic Barricades and Cones, for a total contract amount not-to-exceed $263,625.00, and a term of two years. The BOWC also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
DWSD’s Warehouses receive stock, store and issue barricades and safety cones to various DWSD Divisions, which support field crews in their day-to-day work tasks. These materials are mostly used by DWSD’s Field Services, , Maintenance and Repair, and Operations Groups. Barricades and Cones are essential warning devices to alert others of hazards on many DWSD projects. This contract will assure that operations will run smoothly and to replenish stock preventing emergency spot buys and possible work stoppage.
PROCUREMENT METHOD
This contract was procured through a Request for Bids (RFB) #541806 and was advertised on the Michigan Inter-Governmental Trade Network (MITN) website for 21 calendar days. MITN published this opportunity to 100 companies, and 51 firms downloaded the bid package. Eleven bids were received and 2 bidders were deemed nonresponsive because only pricing was received (no additional paperwork). Safety Zone Holdings was determined to be the lowest responsive and responsible bidder with one of the shortest lead times. Based on this information DWSD recommends the Contract be awarded to Safety Zone Holdings, Inc. Their tax clearance expires 10/20/26. A formal contract document is not required per DWSD procurement Standard Terms & Conditions apply for the purchase of these goods.
