MOTION
Upon recommendation of Patricia Thornhill, Director of Human Resources/Organizational Development, the Board of Water Commissioners for the City of Detroit Water and Sewerage Department:
1.) Approves the Collective Bargaining Agreement for 2022 - 2025 between the DWSD and the Utility Workers Union of America;
2.) Authorizes the Director to execute the Collective Bargaining Agreement, and
3.) Authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND AND JUSTIFICATION
DWSD Human Resources submitted under separate cover the Collective Bargaining Agreement (CBA) with the Utility Workers Union of America (UWUA) having a term ending July 1, 2025, for your approval. The Union ratified the CBA on August 31, 2022. As such, we respectfully request that your Honorable Body approve the Agreement.
The UWUA currently has 10 DWSD members. There are two classifications. “Field Service Coordination Specialist,” with two different levels. The current staffing complement is as follows:
• Field Service Coordination Specialist 1 - 7 employees
• Field Service Coordination Specialist 2 - 0 employees
This previous CBA between UWUA and DWSD expired in 2016. Neither the City of Detroit nor the Great Lakes Water Authority have UWUA employees.

CBA provisions having an economic impact on DWSD’s budget include:
• Holidays and Excused Time Off - eliminated swing holidays
• Vacation Days - decreased from 320 hours to 160 hours
• Sick Leave - Six (6) bonus vacation days for employees who have accumulated 50 or more sick days as of July 1st.
• Vacation Hours included in 40-hour work week - Standard in the City of Detroit
• Out-Of-Class Assignments - Clarified that employees working out of classification for an excess of 15 working days may get compensated at a higher rate
