MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6007082 with Technology Digest Inc., for As-Needed GIS Support Services, for a total contract amount not-to-exceed $475,000.00 and a term of two (2) years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The objective of the proposed contract is to provide Geographic Information System (GIS) services by creating mapping services to visualize different types and layers of data to see trends and monitor changes within an area, edit and transfer historical as-built digital information, as well as editing of the GIS database to provide updated information to Operations and Engineering groups as well as supporting inter-agency requests.
The department has an estimated 700 field book documents that the Consultant will work to perform quality assurance reviews before updating the DWSD GIS database. DWSD has updated its’ contract specifications for construction contractors to provide as-builds in GIS format, which also requires technical resources to review those GIS submittals as well as developing layers that DWSD can share with other agencies, such as City of Detroit Fire Department, Planning and Public Works. Work will be assigned by the DWSD Information Technology Team.
PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 529439, which was fully approved on 12/28/24. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 30 calendar days (2/4/25 - 3/6/25). MITN published this opportunity to 2520 companies and 101 firms downloaded the bid package. Eight (8) bids were received:

Bids from OCG Companies, eTech/360S2G and BPM Advisors were deemed non-responsible because the bids failed to meet minimum qualifications for the project.
The evaluation of the bids was based on the lowest bid price. As the apparent lowest equalized bidder, Technology Digest Inc., was evaluated and determined to be responsive. The bid tab, responsiveness evaluation, and Technology Digest Inc.’s bid was forwarded to the IT Division for review. Therefore, it is recommended that Technology Digest Inc. be awarded the contract resulting from RFB 529439 in the amount of $475,000.00. The difference between the bid total and the contract amount allows for a contingency for necessary, but currently unplanned, enhancements.
Technology Digest’s clearances expire 2/28/26. A formal contract document has been sent to the vendor for signature.
