MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6006867 with EJ USA, Inc (formally known as East Jordan) for Fire Hydrant Extensions of various sizes for a total contract not-to-exceed amount $194,962.50 and a term of two years. The BOWC also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
DWSD Warehouses secure, store and issue parts from inventory including Fire Hydrant Extensions of various sizes. DWSD services over 230,000 industrial and residential consumers in the Michigan area. Hydrant Extensions are designed to extend or raise the height of the hydrant to ensure the fire hydrant is more accessible.
This contract will serve to replenish stock levels and prevent emergency spot buys.
PROCUREMENT METHOD
This contract was competitively solicited through a Request for Bids (RFB) #525619 and was advertised on the Michigan Inter-Governmental Trade Network (MITN) website for 21 calendar days. MITN published this opportunity to 86 companies and 18 firms downloaded the bid package.
Six bids were received. Evaluation of the bids was based on the lowest unit pricing. See attached bid tab, bids were received from the following vendors:

• Etna Supply Company
• Motor City Pipe & Supply Company (DBB)
• Tech Services Solutions
Michigan Tech Partners LLC
All bidders were evaluated and EJ USA, Inc. was determined to be the lowest bidder. EJ USA bid is responsible and responsive, and their clearances expire 2/1/25. Based on this information DWSD recommends the contract be awarded to EJ USA, Inc.
A formal contract document is not required per DWSD procurement Standard Terms & Conditions apply, so no further approvals are required.
