MOTION

 

Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve Amendment No. 2 for DWSD Contract No. 6006004 with Oracle America, Inc., to provide Consulting Services for Integrated Architecture & Data Analytics; by adding $150,000.00, for an amended total contract amount not-to-exceed $650,000.00. No change to scope of work or terms and conditions. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

BACKGROUND & JUSTIFICATION

 

DWSD IT created this contract for development and auditing support provided by Oracle Consulting Services (OCS), a division of Oracle America, Inc. There are numerous projects within DWSD’s Oracle Cloud tenancy that require an extensive in-depth knowledge of the multiple services available. These include security audits, and configuration of services to conform to best practice and development of technological solutions to ever changing business needs. Each of the projects were limited in scope, approximately 4-6 weeks in duration. Each project requires multiple staff with unique knowledge.

 

In order to complete these projects, DWSD IT required the OEM of the cloud environment that has intimate configuration and development knowledge of the Oracle Cloud platform, with the ability to bring in numerous staff with vastly different skills and experience on a project-by-project basis or as needed.

 

Existing staff augmentation recruitments with our existing contracting houses require that we locate a suitable individual from those put forth, conducting interviews and reviewing background information. A suitable individual has been extremely difficult to locate and even then, would have to be trained on DWSD’s Oracle Cloud tenancy and still required involvement by Oracle subject matter experts. The use of the funds and return on investment was best served by executing these scopes with DWSD and Oracle staff.

 

When DWSD IT reviewed the projects, knowledge required, ability to bring in a wide range of staff and access to Oracle Cloud, OCS fit the bill. OCS, as the consulting arm of Oracle America, had access to a large pool of individuals that can be moved around as needed to fit any project within Oracle Cloud. Those staff could also be of different skill levels to allow for better cost control by allocating higher skill staff to more critical time sensitive projects while using other staff on less critical projects. OCS also has access to dedicated Oracle internal support staff for faster resolution of issues.

 

Amendment #1 extended time and increased contract funding for the completion of new projects, such as a new OAC Data conversion to Semantic Model, Oracle Content & Experience Cloud Replacement, OAC Security improvements, OIC Gen 2 to 3 migration and other similar projects.

 

Proposed Amendment #2 is an increase to contract funding. With the completion of the OCI migration ahead of schedule and to maximize the resources available with the vendor and with DWSD, this request to amend the current contract, will position DWSD IT to proceed with additional critical tasks for the Oracle Infrastructure, such as OCI Security Assessment of applications, Compartment and Tagging, Symphony Accelerator Services and OIC Error Handling Framework.

 

Amending this CPA now would allow DWSD to maintain the same rates in the execution of these tasks and avoid rate increases in late 2025.

 

PROCUREMENT METHOD

 

This contract was initiated through requisition #515346 by the IT Division and was approved by Budget on 12/21/23. This contract was procured as Single Source and an Exception to Competitive Solicitation (ECS) was submitted by the IT Division and approved by the Director on 12/21/23. 

 

Amendment 1 was submitted through requisition #520630, which was approved by Budget on 6/5/24. This Amendment extended time through 12/31/27 (2 years) and add $300,000.00 in funding and no change in scope or terms and conditions.

 

Proposed Amendment 2 was submitted through requisition #534773, which was approved by Budget on 6/12/25. This Amendment requests adding $150,000.00 in funding. There will be no change in scope or terms and conditions.

 

Oracle America’s clearances expire 7/24/25. A formal amended contract document will be sent to the vendor for signature upon approved tax clearances.
