RE: Resolution Adopting the 5-Year Capital Improvement Plan for Fiscal Year 2027 to 2031 and the Capital Budget for Fiscal Year 2027 for the Water Supply System and the Sewerage Disposal System.
MOTION
Upon recommendation of Istakur Rahman, Chief Financial Officer, the Board of Water Commissioners authorizes the Water Supply System Capital Improvement Plan and the Sewerage Disposal System Capital Improvement Plan for Fiscal Years 2027 to 2031 and to approve the Water Supply System and the Sewerage Disposal System Fiscal Year 2027 Capital Budgets, and further authorizes the Director and Chief Financial Officer to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
Pursuant to the lease agreement executed to establish the Great Lakes Water Authority (GLWA), the Detroit Water and Sewerage Department (DWSD) is required to develop a five-year Capital Improvement Plan for the local Water and Sewer System assets. The capital improvement needs for the period of 2027-2031 have been internally reviewed, approved, categorized, and assembled into a five-year program, and presented to the CIPO Committee of the BOWC on April 1, 2026.
The CIP document focuses on replacement and rehabilitation of the local Water and Sewer System assets to provide reliable and efficient service. The plan details a five-year capital improvement plan to meet the improvement and financing needs of the Water Supply System and the Sewerage Disposal System.
The first year of this five-year Plan will serve as the approved Capital Budget.
JUSTIFICATION
The BOWC is required each year to adopt a Five-Year Capital Improvement Plan for the Water Supply System and the Sewerage Disposal System. The Board of Water Commissioners shall adopt the total five-year capital plan of $664,550,,000 for Water Supply System improvements and $784,450,000 for the Sewerage Disposal System improvements.
BOWC is also required to adopt the fiscal year 2026-27 Capital Budget of $109,240,000 for the Water Supply System improvements and $124,535,000 for the Sewerage Disposal System improvements.
NOW THEREFORE BE IT:
RESOLVED That the Detroit Board of Water Commissioners approves the 5-Year Capital Improvement Plan for Fiscal Years 2027 to 2031 and the Fiscal Year 2027 Capital Budget for the Water Supply System and the Sewerage Disposal System; and be it finally
RESOLVED That the Director, and the Chief Financial Officer are authorized to take such other action as may be necessary to accomplish the intent of this resolution.
