LED exterior lighting at CSF

 

MOTION

 

Upon recommendation of Mamata Burgi, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Contract No. 6002295 for a term of nine months with Corby Energy Services, Inc. to utilize National IPA cooperative contract #R170801 to provide the installation for the upgrade and/or replacement of LED exterior lighting at Central Services Facility (CSF) for a total contract amount not-to-exceed $114,975; and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

BACKGROUND AND JUSTIFICATION

 

In December 2018, staff at CSF pointed to the need for improved or enhanced outdoor lighting at Central Services Facility (CSF). There are several work locations around the perimeter of CSF that would benefit from improved or enhanced lighting.  This capital improvement project is necessary to ensure ongoing safe operations and to improve energy efficiency. 

 

 

 

 

 

PROCUREMENT METHOD

 

The DWSD Procurement Policy allows for participation in cooperative purchasing agreements from other public purchasing consortiums of contracts that were competitively solicited.  The National Intergovernmental Purchasing Alliance (National IPA) issued Request for Proposals (RFP) #17-08, which included LED exterior lighting replacement services.

Prior to utilizing a cooperative contract, the DWSD Procurement Policy requires Detroit Based Businesses (DBB) and Detroit Resident Businesses (DRB) be provided an exclusive opportunity to submit a bid that is equal to or less than the price of the cooperative purchase agreement, provided the DBB or DRB will meet or exceed all terms and conditions of the cooperative agreement.  To ensure compliance, DWSD Procurement issued an Invitation to Respond (ITR) on June 28, 2019, which required an intent to respond due on July 5, 2019 and yielded four responses.  Unfortunately, three of the four companies that submitted bids let their Detroit Based Business (DBB) or Detroit Resident Business (DRB) certifications lapse, and the fourth vendor’s bid was higher than the cooperative price.  Therefore, no responsive bids were received.

Based on this information, it is recommended that Corby Energy Services be awarded DWSD Contract No. 6002295 for the upgrade and replacement of LED lighting at CSF.  Corby Energy Services will perform 100% of the work under this contract.
