MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve DWSD Contract 6008040 with Johnson Controls Building Solutions LLC utilizing the Sourcewell Cooperative Contract #080824-JHN for HVAC Systems with Related Products and Services; for a total contract amount not-to-exceed $3,576,000.00 and a term of 2 years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND & JUSTIFICATION
The Facilities Division is responsible for maintaining the heating, ventilation, and air conditioning (HVAC) systems for the following locations:
1. Water Board Building: (735 Randolph Street)
2. CSF: (6425 Huber Street)
3. West Yard: (13401 West Outer Drive)
Under the proposed contract, the vendor will provide all parts and labor necessary to inspect, repair, perform routine preventative maintenance, purchase and install replacement equipment, as well as any emergency service calls for the DWSD’s HVAC systems. These services contribute to the operational management of DWSD facility assets, while aiding in the prolonged life cycle and longevity of our HVAC system and units.
PROCUREMENT METHOD
The DWSD Procurement Policy allows for participation in cooperative purchasing agreements from other public purchasing consortiums of competitively solicited contracts. Sourcewell issued a Request for Proposals (RFP) #080824 for HVAC Systems with Related Products and Services. The contract expires November 1, 2028.
The DWSD Procurement Policy requires that Detroit Based Businesses (DBB) and Detroit Resident Businesses (DRB) be provided an exclusive opportunity to submit a bid that is equal to or less than the cost of the cooperative purchase price, provided the DBB or DRB will meet or exceed all terms and conditions of the original cooperative contract. To ensure compliance, DWSD Procurement issued an Invitation to Respond (ITR) 549789 on MITN on 8/17/26. Per Addendum #2, the intent to respond that was due on 9/9/26 and the ITR deadline was 9/16/26. The ITR was viewed by 311 vendors. The ITR yielded 1 bid intent and zero responses.
Johnson Controls Building Solutions LLC clearances expire on 4/21/27 and a formal contract document has been sent to the contractor for signature.
