MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6007201 with DLZ Michigan, Inc.; for Sewer Condition Assessment, Sewer Flow Monitoring, Hydraulic Modeling, CIP Development, and Design Services in the neighborhoods of Cultural Center, Medbury Park, Eastern Market, Greektown, Milwaukee Junction, New Center, and Tech Town (Project DWS-966); for a total contract amount not-to-exceed $15,915,746.00 and a term of 3 years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The DWSD is responsible for operating and maintaining approximately 3,000+ miles of sewers, 95,000 catch basins for roadway drainage, and 34,000 sewer manholes. These assets are generally older than ninety years. As a result of the age of the sewers, they are deteriorating at a faster rate, and some of these assets are near the point of collapsing, and immediate emergency action is often required.
This contract is for sewer condition assessment, installation and collection of data for sewer flow monitoring, hydraulic modeling, CIP development for sewer treatment strategy, and CIP engineering/design services for the neighborhoods of Cultural Center, Medbury, Eastern Market, Greektown, Milwaukee Junction, New Center, and Tech Town in phases. The Contract has a total duration of 1095 calendar days with individual deliverables and milestone.
PROJECT OBJECTIVES
The objective of the proposed Contract No. 6007201 is to complete the field condition assessment, data evaluation, and CIP development and design for the rehabilitation of the sewer line immediately. The projected timeline duration for each phase is provided in section D. The Contract duration of three (3) years.
PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Proposals (RFP) per Requisition 529117, which was fully approved on 1/7/25. The RFP was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 42 calendar days (1/9/25 - 2/20/25). MITN published this opportunity to 913 companies and 350 firms downloaded the bid package. In addition to posting on MITN, Procurement sent email notices to approximately 72 firms. Additional vendor outreach was performed by DWSD staff to connect with firms that have not done business with DWSD in the past to expand the DWSD vendor pool.
The Evaluation Committee was comprised of a Manager of DWSD Field Services, and 2 DWSD Field Engineering. Evaluations were based on the following criteria:
• Ability to perform work
• Work plan & organization
• Staff Experience
• Level of Effort & Costs
• Bona Fide Detroit Resident Participation
• Local Economic Development
Two proposals were received. Each proposal was evaluated by Procurement on a pass/fail basis with respect to responsiveness and responsibility. The two proposals, from DLZ Michigan, Inc., and LGC Global, Inc. were deemed responsible for meeting DWSD’s stated minimum qualifications.
Each voting member of the Evaluation Committee independently reviewed, evaluated, and scored the two (2) responsive and responsible proposals based on the criteria listed above. Procurement took the scores and tallied up the rankings based on the scores. Procurement then determined the highest ranked responsive and responsible Proposer.

Simultaneously to technical evaluation, Procurement conducted pricing negotiations with DLZ the highest ranked proposer. DWSD came to an agreement with DLZ for a price of $15,915,746.00 per cost summary.
The Evaluation Committee and Procurement recommends the highest-ranked responsive & responsible Proposers DLZ Michigan, Inc. (DWS-966) for a term of one (3) year and a total not-to-exceed contract amount of $15,915,746.00.
DLZ Michigan , Inc.’s clearances expire on 8/15/25.
