MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6007915 with LGC Global, Inc. and The J.D. Thomas Group (Joint Venture), for Water Shutoff and Restoration Services, for a term of (3) years and a total contract amount not-to-exceed $6,459,873.00. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The purpose of this contract is to provide as-needed trained field service workers to assist DWSD Meter Operations division with water service interruptions, restorations and meter equipment services. The demand for these water services cannot be met with the internal staff, primarily due to the volume of work that exists. In addition to the interruption, restoration and meter equipment services, the vendor will also provide as needed curbstop repairs and/or replacements.
PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 545189, which was fully approved on 2/27/26. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 31 calendar days (3/24/26 - 4/24/26). MITN published this opportunity to 2,360 companies, and 58 firms downloaded the bid package.
Three bids were received. Evaluation of the bids was based on lowest price and line item.
