MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Amendment 1 to DWSD Contract 6002725 with Graybar Electric Company, to continue providing for as-needed lighting and electrical supplies adding $50,000.00 to the contract amount and extending the term for a period of 2 years, for a new total amended contract not-to-exceed amount of $125,000.00. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
Under the proposed amendment, Graybar Electric Company will continue to provide as-needed lighting and electric supplies for Facility Operations.
In managing the maintenance of all the DWSD buildings, the DWSD Facilities Team uses various electrical and lighting parts and equipment such as ballast, light bulbs, tape, wire, and conduit. This contract will allow the Facilities Team to replenish electrical and lighting supplies on an as-needed basis and dispose of light bulbs for all DWSD locations.
The proposed contract amendment expires January 31, 2025, and although there are additional renewal options, DWSD will re-evaluate it needs in 2025 and proceed with obtaining additional approval to extend the term and add funds, if it is deemed to be in DWSD’s best interest.
PROCUREMENT METHOD
The DWSD Procurement Policy allows for participation in Cooperative Purchasing Agreements from other public purchasing consortiums or competitively solicited contracts. The State of Michigan MiDeal through Omnia Partners issued a Request for Proposal (RFP) #EV2370 for electrical and lighting supplies and awarded based on the highest ranked proposal.
The DWSD Procurement Policy requires that Detroit Based Business (DBB) and Detroit Resident Business (DRB) be provided an exclusive opportunity to submit a bid that is equal to or less than the cost of the cooperative purchase price, provided the DBB or DRB will meet or exceed all terms and conditions of the original cooperative contract.
To ensure compliance, DWSD Procurement issued an Invitation to Respond (ITR) #471969 on MITN, on January 10, 2020, which required an intent to respond due on January 17, 2020, and yielded no intent to bid responses or bids.
This Amendment was initiated through requisition #499832 and approved by DWSD Budget on 8/11/22. Proposed Amendment No. 1 is adding $50,000 in contract funding and extending the contract term by two years for a new term ending 1/31/25.
Graybar’s clearances expire 08/24/23 and a formal amended contract document is not required. Per DWSD procurement protocol, no additional approvals are required.
