MOTION

Upon recommendation of Sidney Bogan, Chief, Security and Safety Division, and Nikkiya Branch, Esq. Deputy General Counsel, the Board of Water Commissioners for the City of Detroit Water and Sewerage Department authorizes the Director to retro approve the new DWSD Security Firearm Simulator Shared Services Agreement effective July 1, 2021, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

BACKGROUND AND JUSTIFICATION

GLWA and DWSD have been working diligently since July 2016 to complete the bifurcation tasks associated with Security Separation.

 

While many of the shared services separations have been completed, the agreement listed above is needed to support DWSD’s Security training operations, specifically for the

 

The new shared service listed above represents a facility that is utilized by both GLWA and DWSD. It has been mutually agreed that it will be beneficial to allow DWSD Security to use the Firearm Simulator on an half day basis for training.

 

Description of Services

Requirements

One (1) GLWA Firearms Simulator Operator shall be present on overtime for any usage of the Firearms Simulator by DWSD.

 

Level of Service

The GLWA Firearms Simulator Operator shall provide instructions on the use of the training room and simulator weapons but shall not conduct Firearms Training.

 

Hours of Service

Regular hours of service are Monday through Friday from 7:30am to 4:00pm.

 

Pricing and cost

The pricing is based on a ½ day rate (4-hour block of time) for use of the simulator in any given day. Includes an automatic annual escalation of 5% to the ½ day rate, effective July 1st. Pricing is all-inclusive.  The rate will be revisited if there is a substantial change to any component of the price.

 

The initial price is $270.00 for ½ day which was determined to include $240.00 for the operator + $30.00 for the simulator training lab and equipment which includes CO2 cartridges; the cartridges will not be billed separately per discussions with GLWA

FY 2022                      $270.00 per ½ day

FY 2023                      $284.00 per ½ day

FY 2024                      $298.00 per ½ day

FY 2025                      $313.00 per ½ day

FY 2026                      $329.00 per ½ day

 

 

FINANCIAL PLAN IMPACT

GLWA and DWSD determines a budget for each Shared Service annually that is provided to each other. Each entity provides a monthly invoice for each Shared Service, as well as monthly payments based on the budgeted amounts. This agreement will be on an as needed basis for security staff training purposes and will be billed to DWSD by GLWA accordingly. At the end of each fiscal year a True Up is completed to ensure accurate payments for each Shared Service.

 

TERMINATION

Either Party may terminate this schedule upon 90 days advance written notice to the other Party.

 

The proposed new Security Shared Services agreement was presented to the BOWC Finance Committee on April 6, 2022.
