MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Amendment No. 1 to DWSD Contract 6005922 (PC-815) with Major Contracting Group for Oakman Boulevard Sewer Improvements, by adding $43,323.69 in funding for a total amended contract amount not-to-exceed $1,577,834.19. No change to contract terms and conditions or expiring date of 3/31/2025. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
Contract No. 6005922 will provide the Detroit Water and Sewerage Department (DWSD) with additional infrastructure to address street flooding observed and rectify the drainage in the catchment area of the previously constructed PC-801A Oakman Boulevard Green Stormwater Infrastructure site located in the City of Detroit’s Aviation neighborhood.
The project highlights for Contract No. 6005922 include infrastructure replacements along Sorrento Street and the bioretention median of Oakman Boulevard to address street flooding observed and drainage issues during rain events.
The PC-815 project includes the following work (all quantities approximate):
- Installation of 1,250 feet of reinforced concrete storm sewer ranging in size from 12-inch to 36-inch in diameter.
- Installation of 8 storm sewer manholes ranging in size from 48-inch to 72-inch in diameter.
- Excavation of 200 cubic yards of underground detention system for removal (correction of PC-801A subsurface storage).
- Installation of 90 cubic yards of engineered bioretention soil and plantings
- Installation of 1,800 square yards of 8-inch aggregate base, 1,600 square yards of concrete road base, 370 tons of asphalt paving, ADA concrete sidewalk ramps, driveways, and turf grass restoration.
The current contract incurred an overage due to the lack of provisional allowance for additional bid items. This Amendment to add funds will ensure final payment for work completed, upon final invoicing.
PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 507004, which was fully approved on 6/20/23. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 31 calendar days (8/29/23-9/29/23). MITN published this opportunity to 747 companies and 51 firms downloaded the bid package. In addition to posting on MITN, Procurement sent email notices to approximately 90 firms. Additional vendor outreach was performed by DWSD staff to connect with firms that have not done business with DWSD in the past to expand the DWSD vendor pool. Four bids were received. Major Contracting Group was the lowest equalized bidder. Their bid included all required information and was deemed responsive and responsible. Major Contracting Group is a Detroit Based Business. This contract was previously presented and approved by the BOWC on January 17, 2024.
Proposed Amendment No. 1 was submitted through Requisition #515360, which was approved by Budget on 3/5/25. This Amendment is requesting to add $43,323.69 in funding to ensure final payment for work performed can be properly invoiced.
Major Cememt Company clearances expire on 2/13/26 and the formal contract document has been sent to the vendor for review and signature.
