MOTION

Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6007165 (CS-1998), with Process Control & Instrumentation, LLC. aka PCI Vertix, for Local Sewer System Metering and Condition Assessment Services for a total contract amount not-to-exceed $2,093,191.80 and a term of two (2) years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

BACKGROUND / JUSTIFICATION

The Detroit Water and Sewerage Department (DWSD) requests proposals that will provide services and materials for installing and maintaining sewer meters for a three-year period. The purpose of this task item is to continue the efforts of a Detroit system wide flow monitoring plan to refine calibration of the all-pipe sewer model of Detroit, provide data collection for condition assessments and sewer shares allocations. The selected locations align with the envisioned large-scale sewer-sheds as part of the model development using available permanent rainfall and sewer meter data. This data allows calibration of certain areas of the model, where major flows are not currently being monitored.

PROJECT OBJECTIVES

The primary objectives of this contract are to:

Task 1. Sewer Meter Installation (phased installation approach over contract period)
1. Flow Meter Installation. Installation of ultrasonic sewer meters.
2. Sewer Manhole Mounted Level Sensors
3. Virtual Rain Sensors
4. Data Archiving Services

Task 2. Sewer Condition Assessment
1. Perform Sewer Condition Assessments
2. Sewer Dye Testing
3. GPS Survey

Task 3. Autonomous Sewer Inspection Pilot
1. Provide, implement, and manage a pilot program utilizing autonomous inspection technologies to evaluate and monitor sewer system conditions.


PROCUREMENT METHOD

This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 531569, which was fully approved on 2/28/25. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet website for 34 calendar days (6/13/25 - 7/17/25). MITN published this opportunity to 209 companies, and 35 firms downloaded the bid package. Additional vendor outreach was performed by DWSD staff in an attempt to connect with firms that have not done business with DWSD in the past in an effort to expand the DWSD vendor pool.

The Engineer's Estimate for this work is $1,800,000.00

A bid from Decimal LLC was disqualified for failing to meet the stated minimum qualification.

As the apparent low bidder, Process Control & Instrumentation's bid was evaluated first. Upon review, Process Control & Instrumentation's bid included all required information and was determined to be responsive and met all other requirements. Therefore, it is recommended that Process Control & Instrumentation, as the lowest responsive and responsible bidder, be awarded the contract for Local Sewer System Metering and Condition Assessment Services for a term of three years. The bid tab, responsiveness evaluation, equalization analysis, and the three (bids) were forwarded to the Engineering Division.

Process Control & Instrumentation's clearances expire 10/11/25. A formal contract document has been sent to the vendor for signature.
