MOTION
Upon recommendation and opinion of Samuel Smalley, Chief Operating Officer, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to execute a payment to the Great Lakes Water Authority for the cost to replace the Sewer Main Segment at the intersection of Jefferson Avenue and Campbell Street, for a one-time amount, not-to-exceed $1,453,629.36. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND AND JUSTIFICATION
On July 29, 2023, a large sinkhole and water main break was reported at the intersection of Jefferson and Campbell in southwest Detroit. DWSD crews responded and found a broken
6-inch water main, which was promptly isolated. Upon further investigation into the sinkhole that developed, it was determined that a GLWA 42-inch transmission main had lost its bedding support due to the sinkhole and needed to be promptly supported to prevent breakage.
The DWSD Campbell sewer, which was exposed in the sinkhole, was also inspected and some serious and significant defects were found including but not limited to loss of original geometric shape, missing courses of bricks, holes in the bottom of the sewer, infiltration of groundwater from the bottom of the pipe including loss of additional soil, and open or missing mortar joints. This Campbell sewer and the sinkhole are immediately on top of the GLWA Detroit River Interceptor, a 16-foot diameter Interceptor sewer with regional importance.
The initial plan to save this 252-foot section of the DWSD Campbell sewer included the installation of ribbing and lagging and spraying of a liner on the inside of the pipe. However, further inspections and analysis of the level of deterioration have led the engineers to recommend replacement of this sewer on an emergency basis.
DWSD is seeking emergency board approval to have GLWA replace 252 linear feet of this sewer on an urgent basis at an estimated cost of approximately $1.5 million. GLWA and their contractors and engineers will be responsible for acquiring the necessary EGLE permit and executing the emergency work. This is the quickest and most secure approach to not only replacing the failed sewer, but also ensuring the 42-inch water transmission main and the 16-foot diameter Detroit River Interceptor are appropriately protected and factored into the replacement process.

BUDGET IMPACT
According to DWSD’s Procurement Policy, The Director, without prior approval of the Board of Water Commissioners (the "Board") or Detroit City Council, may make, or authorize others to make, an emergency procurement when public exigencies require the immediate delivery of articles or performance of services or when there exists a threat to public health, welfare or safety or to prevent an imminent violation of a required environmental permit or Administrative Consent Order under emergency conditions where prior approval would be impossible or impracticable under the circumstances.
An Exception to Competitive Solicitation (ECS) form was submitted and approved by Director Brown on August 15, 2023. Requisition No. 510021 was submitted to initiate the payment process and approved by Budget on August 15, 2023.
The expense of this emergency repair work will be funded from DWSD’s Sewer and I&E fund.
