The Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, nominated the Following Board Member(s) for the office of “Vice-Chair” of the BOWC: Mary E. Blackmon; and whereas the BOWC conducted an election for the office of Vice Chair with the following votes having been recorded: Mary E. Blackmon 7 votes; NOW, THEREFORE BE IT Resolved that Mary E. Blackmon having received a majority of votes cast, is elected as the Vice-Chair of the BOWC for a term ending at the 2017 Annual Meeting of the BOWC.

Whereas At the Annual Meeting of the Board of Water Commissioners for the City of Detroit Water and Sewerage Department (BOWC), the Following Board Member(s) were nominated for the office of “Vice-Chair” of the BOWC:
Mary E. Blackmon; and
Whereas The BOWC conducted an election for the office of Vice-Chair with the following votes having been recorded:

NOW, THEREFORE BE IT:
Resolved That Mary E. Blackmon having received a majority of votes cast, is elected as the Vice-Chair of the BOWC for a term ending at the 2017 Annual Meeting of the BOWC.
JUSTIFICATION
Article X (10) of your By-Laws requires an Annual Meeting of the Board to be held each year during the month of June. Article IV (4), Section 1 of the By-Laws requires that a “Chair” and “Vice- Chair” of the BOWC be elected by the BOWC at the BOWC’s Annual Meeting. The Michigan Open Meetings Act requires that both the nominations and election for these positions take place in an open session of an open meeting.
