MOTION
Upon recommendation of Scott MacGriff, General Counsel and Chief Compliance Officer, the Board of Water Commissioners for the City of Detroit Water and Sewerage Department ("DWSD") hereby APPROVES an Easement Encroachment Permit authorizing Waterfront Terminal Holdings, LLC ("Applicant") to install a 1.5-inch HDPE sanitary force main and a 4-inch HDPE water service line crossing above existing DWSD and Great Lakes Water Authority ("GLWA") outfall sewer facilities located at 5431 West Jefferson Avenue, Detroit, Michigan, and AUTHORIZES the Director to execute the permit and to take such further actions as may be necessary to implement and administer the permit consistent with its terms and conditions.

BACKGROUND / JUSTIFICATION
Waterfront Terminal Holdings, LLC owns the property located at 5431 West Jefferson Avenue in the City of Detroit and is undertaking utility improvements at the Waterfront Terminal Facility. The project requires installation of a 1.5-inch HDPE sanitary force main and a 4-inch HDPE water service line crossing above existing DWSD and GLWA outfall sewers B-38 and B-36, respectively, within established utility easements.

DWSD and GLWA reviewed the proposed crossings, and GLWA issued Easement Encroachment Permit No. GEEP 2509, subject to technical standards, clearance requirements, inspection protocols, and insurance and indemnification conditions. The ...
