RE: Lifeline H2O policy

MOTION
Upon recommendation of Matthew Phillips, Chief of Staff and Chief Customer Service Officer, the Board of Water Commissioners for the City of Detroit Water and Sewerage Department approves to "Revise the current Lifeline H2O Policy" repealing section 5.1.2 of the policy and approve the City of Detroit Water and Sewerage Department's Lifeline (H2O) Policy V2.1 for Water Affordability and authorizes the Director to take such action as may be necessary to accomplish the intent of this vote.

JUSTIFICATION
Remove Section 5.1.2 of the policy as it has been realized to be problematic for residents to be active participants on the CSPortal who have or may have at a future date, limited or no access to digital resources, including but not limited to electronic devices and internet access.

BACKGROUND
Section 5.1.2 of the policy states; As a condition of eligibility and participation in the Lifeline H2O Plan, the Account Holder must have an active profile on the DWSD Customer Portal at CSPortal.detroitmi.gov during their enrollment in DWSD Lifeline H2O Plan. These revisions are intended to maximize the number of residents who are or may be eligible to participate in Lifeline H2O.
