RE: Amendment to the By-Laws of the Board of Water Commissioners Regarding Number of Committee Members
Upon recommendation and opinion of Debra N. Pospiech, General Counsel, the Board of Water Commissioners for the City of Detroit Water and Sewerage Department hereby
(1) approves an amendment to Article 10 of its by-laws to require at least three (3) members for each committee; and (2) authorizes the Board secretary to take such other action as may be necessary to accomplish the intent of this vote and to notify the public.
BACKGROUND AND JUSTIFICATION
The Board of Water Commissioners amended its by-laws on January 31, 2022, to state “no more than 3” members are allowed on each committee. The Board now desires to have the option to increase committee membership to more than 3 members. The Board understands that if 4 or more members are appointed to a committee then the meeting is subject to all provisions of the Open Meetings Act, including the board members’ live attendance, public comment, etc.

There is no budget impact to DWSD.
