MOTION

Upon recommendation of Gary Brown, Director the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to adopt Policy No. 2016-309 Drainage Charge Account Credits or Adjustments, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

BACKGROUND

Because the impervious acre based drainage rate my cause a customer account to increase or decrease from what the parcel was previously billed, the Detroit Water & Sewerage Department wishes to adopt the attached Policy No. 2-2016 which clarifies that if a parcel was not previously billed for drainage, or if the drainage charge for that parcel increases as a result of the per acre drainage charge, DWSD will not back charge the account for amounts not previously applied.  Additionally, if the per acre charge results in a decrease to the drainage charge for the parcel, DWSD will not back credit the account.  However, if a billing error is discovered which existed prior to the implementation of the per acre drainage charge, DWSD will back credit the account for maximum period of up to one (1) year.

 

For these reasons, DWSD respectfully requests that the Board of Water Commissioners adopt Policy No. 2016-309.
