MOTION

Upon recommendation of Robert Presnell, Chief Operations Officer, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to enter into Contract, “Capital Improvement and Services Project: Detroit Water and Sewerage Department Building and Facilities” with the Detroit Building Authority (Contractor), at a cost not to exceed $5,000,000.00 for a duration of 1,095 calendar days, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

JUSTIFICATION

In an effort to ensure compliance with building codes and to ensure the public health and safety of the employees and citizens as a whole, the Detroit Water and Sewerage Department (DWSD) must begin assessments and construction/maintenance projects at all of the DWSD’s buildings and facilities.

 

BACKGROUND

Over time, the DWSD has experienced building and facility issues at the following locations:

1.                     Water Board Building, 735 Randolph Street, Detroit, MI 48226

2.                     Eastside Payment Center, 133013 East McNichols Road, Detroit, MI 48205

3.                     Westside Payment Center, 15600 Grand River, Detroit, MI 48227

4.                     DWSD Huber Service Yard, 6245 Huber Street, Detroit, MI 48211

5.                     West Yard, 13401 West Outer Drive, Detroit, MI 48239

 

Some of the locations have not been assessed, updated, and/or repaired in decades. Additionally, the DWSD will use a portion of the funds to expand and build a customer care center located at 2835 Bagley Ave in Southwest Detroit.

The Contractor has been incorporated in accordance with the provisions of Act 31, Public Acts of Michigan, 1948, as amended (the “Act”), for the purpose of acquiring, furnishing, equipping, owning, improving, enlarging, operating and maintaining buildings, automobile parking lots or structures, recreational facilities, stadiums and the necessary site or sites therefor, together with appurtenant properties and facilities necessary or convenient for the effective use thereof, for the use of any legitimate public purpose of the City. This BOWC has approved the budget for this contract.
