MOTION

Upon recommendation of Thomas Naughton, CFO, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to secure a change order for a contract with Cintas - Uniform Rental and Laundry Services to purchase enhanced visibility comfort jackets for an additional amount of $3,172.00 per year for a duration of two (2) years, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

The DWSD Office of Purchasing recommends using the State of Maryland Contract No. 12-JLH-011 between the State of Maryland and Cintas for procuring the above referenced items as a cooperative purchase through the State of Maryland, in accordance with the DWSD Purchasing Policy. DWSD staff recommends award of this contract to Cintas in an amount not to exceed

$237,819.38.

 

BACKGROUND

This contract will serve as a rental and laundry service for employees at Meter Operations and Field Operations through a cooperative with Cintas. The previous contract did not include Field Operations, however the Manager of Field Operations felt that it would be beneficial to her group to wear uniforms as well. Uniforms deliver functional benefits, like safety and identification. For example flame resistant (FR) workwear can help prevent injuries caused by accidental electrical arc flashes or flash fires. High visibility uniforms can help protect workers from being struck by motorize vehicles. Uniforms can improve customer relationships by making customers feel safe.

 

U.S. Communities Government Purchasing Alliance (herein “U.S. Communities”) assists participating public agencies reduce the cost of purchased goods through strategic sourcing that combines the volumes and the purchasing power of public agencies nationwide. This is accomplished through an award of competitively solicited contracts for high quality products and services by large and well recognized public agencies (herein “Lead Public Agencies”). The contracts provide for use by not only the respective Lead Public Agency, but also by other participating public agencies.

 

JUSTIFICATION

It has been discovered that cost for enhanced visibility comfort jackets for Meter Operations were not included as a part of their request. This item is much needed during the winter season as well as for visibility. This contract will serve to ensure Meter Operations (37 employees) and Fields Services (170 employees) project a professional business image as DWSD employees.
