MOTION
Upon recommendation of Thomas Naughton, CFO, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to enter into Contract No. 6001305 with Homrich Wrecking Inc. for Water Service Interruption and Restoration Services, at a cost not-to-exceed $7,873,029 for a duration of three (3) calendar years, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

BACKGROUND
In 2014, DWSD determined assistance was needed for services to interrupt and restore water service for delinquent accounts. Contract services have been needed until such time as DWSD could determine the true base load of the work. After refinement to business processes and implementation of the Water Residential Assistance Program (WRAP) with the formation of the Great Lakes Water Authority, DWSD is able to determine what the long term needs are for contract services to perform this work. DWSD is currently drafting a plan to in-source this work into its Meter Operations Division.
