RE: Proposed DWSD One-Time Purchase PO# 3022335
“HVAC (Roof-Top Units)”
MOTION
Upon recommendation of Thomas Naughton, CFO, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to secure a one-time purchase with Johnson Control Inc. (JCI) for HVAC Roof-Top Units for a total amount not to exceed $419,933.00 and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND and JUSTIFICATION
The CSF facility has been awaiting replacement parts and updates to its HVAC system, roof, lighting systems, etc. for a few years now. The serial numbers on current units indicate an approximate age of 23 years - far exceeding the roof-top-units’ operational life expectancy. The evaluation also noted that “the units appear to be in a serious state of deterioration”.
Due to these very old and inoperable heating, ventilation and cooling units currently on the roof of the building, certain key areas of the facility such as the central warehouse, drainage team’s area and carpenter’s shop are very cold in the winter and extremely hot in summer - this has caused unsafe working conditions in both winter & summer due to extreme temperatures.
This one time purchase will serve to ensure that DWSD Central Service facility is returned to safe and efficient operational condition and will avoid any MIOSHA violations.
PROCUREMENT METHOD
JCI is the currently contracted vendor doing all DWSD’s HVAC maintenance and repair services, and it is in DWSD’s benefit to ensure, contractually, the full operational responsibility remains with Johnson Controls. With this approach, our Facilities team has requested and provided justification that this should be a sole source as the new units will tie into the current overall HVAC system that DWSD contracted JCI (in Fall of 2017, through a competitively bid process) to provide maintenance and repair services. The new units will have equal or greater capacities in comparison to the existing units.
