MOTION
Upon recommendation of General Counsel Debra N. Pospiech, the Detroit Board of Water Commissioners (Board) approves the Establishing New Service Administrative Policy and
authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
General Counsel held discussions with Board members at the December 2017 and February and March 2018 Customer Service Committee meetings regarding DWSD’s policy and procedure when establishing new service for customers. The ACLU submitted public comment and a memorandum with policy recommendations regarding new service accounts as well as other matters. The Office of General Counsel incorporated comments from this Board as well as the ACLU, Detroit’s Department of Neighborhoods, and the United Community Housing Coalition in drafting the attached Administrative Policy. At the March Board meeting, this body approved a new Terms of Service and Application form.
JUSTIFICATION
Under the By-Laws, the Board has the authority to adopt administrative rules, policies and procedures as are necessary to conduct business; and this Administrative Policy is to ensure proper enforcement of State Law and Local Ordinance for the collection of water and sewerage charges.

There is no budget impact.
