MOTION

Upon recommendation of Thomas Naughton, Chief Financial Officer, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to accept and utilize the Pilot Drinking Water Community Water Supply Grant Program  grant assistance of $1,000,000.00 from The Michigan Department of Environmental Quality (DEQ) for the implementation of DWSD's unplanned full lead service line replacement (FLSLR) program, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

JUSTIFICATION

DWSD has made a proactive decision to begin a full lead service line replacement (FLSLR) program as a part of DWSD's comprehensive asset management-based infrastructure replacement program. DWSD has developed a robust lead risk mitigation plan that is being implemented as part of our capital and operational activities to protect our customers. DWSD recognizes the potential risks associated with lead in drinking water and is already taking precautions that include filter distribution, public awareness outreach, and providing flushing instructions whenever we anticipate disturbance of existing lead service lines. DWSD's FLSLR program is currently being implemented as part of DWSD's water main replacement program.

 

This allows LSLRs to be completed efficiently and cost-effectively at the time of ongoing work consistent with DWSD's asset management plan, and the costs are incorporated into planned construction contracts. DWSD proposes using the MDEQ Pilot Drinking Water Infrastructure Grant to implement, scale up and refine DWSD's Unplanned FLSLR program. Unplanned or emergency FLSLR’s may be required when existing lead service lines are disturbed or disconnected from the water mains for a variety of reasons.

 

Through records research prior to a water main projects, we have fair indications of where lead services may be encountered, usually in homes constructed prior to 1947. And, we excavate at every stop box during water main replacement projects to verify both the public side and private side service line material. However, during meter change outs, service line leak repairs, water main break repairs, and other daily operational evolutions, we encounter lead services unexpectedly. Refining our operational approach and practices, as well as developing the ability to efficiently and effectively perform FLSLR at an operational level, will further reduce lead risk to our customers for these unplanned situations.

 

DWSD will work with a contractor to test and refine FLSLR Standard Operating Procedures (SOPs) to efficiently, effectively, and safely remove full lead service lines at homes that experience a service disturbance that results in the need for lead service line replacement on both the private or public side of the service line. We have developed an RFB to obtain contractual services that will be coming to the board for subsequent approval.

 

PROCUREMENT METHOD

This was an open competitive application on the MDEQ website. After the competitive application process, MDEQ determined DWSD submitted an administratively complete application and is eligible to receive the grant award of $1,000,000.00.
