MOTION

Upon recommendation of Debra Pospiech, General Counsel/Chief Administrative Officer, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to grant an increase of $210,000.00 in the contract price and a time extension of One (1) Year for Contract No. CS-1852, Amendment No. 1 “Minimizing Lead in Drinking Water Program” with Safewater Engineering LLC (Consultant), and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

JUSTIFICATION

In June 2017, DWSD contracted with Safe Engineering to develop and implement DWSD’s Minimizing Lead in Water Program. To continue assisting DWSD with refining and implementing a proactive strategy for addressing and minimizing lead in drinking water that can serve as a national model for protecting public health. This scope of work includes ongoing oversight, implementation, and refinement of full lead service line replacement (FLSLR) standard operating procedures (SOPs). It also includes oversight of a new contract to implement unplanned full lead service line replacement, sampling and data analysis, development of a comprehensive service line inventory, and preparing for compliance with the revised Michigan Lead and Copper Rule.

 

BACKGROUND

Substantial progress has been made in developing and implementing DWSD’s Minimizing Lead in Water Program since Safe Engineering’s contract began in June 2017:

 

PROJECT TASKS/COSTS

Develop a Proactive City-Wide Program for FLSLR

 

1.                     Implement a comprehensive plan for Planned FLSLR to include:

                     Implement and refine SOPs for Planned FLSLR associated with WMR.

                     Track implementation and effectiveness of Planned FLSLR Program.

                     Refine sampling protocols and analyze sampling data.

                     Recommend neighborhoods for prioritized replacements.

                     Oversee population of the Distribution System Inventory Service Lines Geodatabase through roll out and implementation of the Service Lines Collector App.

                     Develop business processes for maintaining and updating service line data, and checking data quality for DWSD and other City of Detroit departments; train staff to use the Service Lines Collector App.

                     Work with Public Affairs to meet with community stakeholders to share and compile feedback on proactive FLSLR Program.

                     Recommend a Lead Team staffing plan to implement the FLSLR program.

                     Transition and train DWSD staff for continuation of program.

 

2.                     Implement a comprehensive plan for Unplanned FLSLR to include:

                     Oversee Pilot Unplanned FLSLR Program Grant from MDEQ; oversee contract implementation for unplanned FLSLR replacement.

                     Test use of field sampling instruments for incorporation into the DWSD FLSLR program.

                     Implement and refine SOPs for unplanned FLSLR with the contractor.

                     Work with contractor to quantify cost for unplanned FLSLR, including site visits, excavations, sampling, and filters.

                     Track use of Service Lines Collector App for recording and maintaining records.

 

3.                     Prepare DWSD for compliance with the revised Michigan Lead and Copper Rule

                     Ensure that Service Lines Collector App and SOPs are consistent with the final requirements of the LCR.

                     Ensure that DWSD’s FLSLR programs meet all requirements of the revised LCR.

                     Update the DWSD sampling pool to comply with the revised LCR.

                     Prepare for 2019 LCR compliance sampling.

                     Assist with the development of public education materials that are compliant with the revised LCR.

                     Serve as a liaison to GLWA during their corrosion control study.

                     Review and evaluate DWSD’s Water Quality Parameter data collected to meet the requirements of the revised LCR and make recommendations to ensure corrosion control effectiveness.

 

 

Provide additional support for the DWSD Lead Team:

Analyze all lead sampling data for temporal and spatial trends that can inform the development and implementation of the FLSLR program.

 

Maintain all documentation for the Minimizing Lead in Water Program and all records required under the LCR in a DWSD shared drive.

 

Coordinate with other city departments on collection of lead service line information and other lead risks, including the Buildings, Safety and Environment Department, Detroit Health Department, Lead Safe Detroit program and the Demolitions program.

 

Represent DWSD by giving presentations about the Minimizing Lead in Water Program at conferences and write journal articles about the success of the program.

 

Other related tasks as identified over the course of the project.
