MOTION

 

Upon recommendation of Palencia Mobley, Deputy Director, the Board of Water Commissioners for the City of Detroit’s Water and Sewerage Department authorizes the Director to enter into a cooperative agreement no 6001574, based on the City of Detroit’s (CoD) existing contract 6000788, with Otis Elevator for elevator maintenance and repair services for the remaining two-years, for a total contract amount, not to exceed, $161,625.00. It further authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

BACKGROUND

 

The City of Detroit entered into a contract for three years with Otis Elevators starting August 1, 2017 and expiring July 31, 2020 for elevator maintenance and repairs services covering city-wide requirements. Having secured the approval of both original parties, (City of Detroit and the vendor, Otis Elevators Inc.), DWSD’s Facilities team has deemed it acceptable to use the same terms, conditions and pricing of this CoD contract. DWSD’s contract will cover the remaining available two-years as a cooperative contract for preventative maintenance, repair and inspection services for the elevators located at 735 Randolph Street, Detroit, MI and Central Service Facilities 6425 Huber, Detroit, MI.  The terms and conditions will include routine inspections and direct repairs. 

 

JUSTIFICATION

 

DWSD’s current elevators are, mostly original Otis equipment. The proposed Otis contract provides a preventive maintenance service program which meets DWSD’s specific elevator service needs. This maintenance program will include inspections, lubrication of equipment, minor adjustments, a one-time complete hoistway cleaning, interlocks and hangers. Otis will also measure for proper door equipment opening/closing operations.   Repairs shall include provisions of labor, parts, supplies and equipment that will ensure existing elevators remain safe and efficient in accordance with federal and local safety standards.  Routine maintenance will safeguard and possibly extend the life of the equipment.

Additionally, our current contract with ThyssenKrupp Inc. is at its end of its duration. This approval will allow for seamless new contract start and continued operations of our elevators.

PROCUREMENT METHOD

 

The City of Detroit advertised for a city-wide contract for elevator maintenance and repair services via a competitive solicitation through BidSync.  This Request for Bid (RFB#17SS927) started April 5, 2017 and closed April 11, 2017.  The solicitation reached out to eight vendors and received two responses.  The contract was awarded to Otis Elevators as the lowest, responsive, responsible bidder for a period of three years.  After a review of the required specifications, DWSD chose to enter into a cooperative contract with the City of Detroit’s existing as pursuant to DWSD’s Procurement policy, Section (5) (D) (iv), Cooperative Purchase Agreements.  Purchasing recommends awarding a two-year co-op contract to Otis Elevator and request approval for the contract amount of $161,625.00
